The over-load and over-limit detection system project undertaken by A company has the characteristics of complex functions,various subsystems,limited construction period,and diverse professional requirements,which puts forward extremely high requirements on the technical capability and management ability of the project contractor.In view of the extensive mode of cost management,which replaced cost control with cost accounting,and lack of process control,when people discovered the cost overspend,they had no effective measures which made the cost overrun and process lag in the similar projects before: the project profit was less than 35%,which was more than 10% over the cost budget,and the progress was more than half a month behind,which seriously reduced the company’s operating income and customers satisfaction.In order to solve the above problems,this article refers to the relevant theories of project cost management,combines with the actual characteristics of A company and the over-load and over-limit detection system project,and introduces the process of using the earned value method in actual projects.First,according to the logical structure of the project cost management and the actual requirements of project scope,the project budget are determined to be 6,743,726yuan;secondly,the project cost management model based on the earned value method and the measures to ensure the project cost management based on the earned value method was proposed.The measures contained requiring each work group to report once a week,and project managers to do a cost deviation analysis every thress weeks;after that,during the project implementation process.After the earned value deviation analysis of three basic parameters and four indicators,the dynamic monitoring of cost and progress was realized.At the first node,the progress lag caused by weather was found,in order to ensure the construction progress,the work groups worked overtime at night.At the third node,it was discovered that the installation process of the high-speed pre-inspection weighing equipment was temporarily delayed.By optimizing the human resource allocation of the construction team in the next process,the number of personnel in the process was adjusted to make the process basically completed as planned.Finally,in the summary of the project cost management results,it can be obtained tha the project cost was 6,983,761 yuan,the project profit exceeded 40%,the cost exceeded the budget by 3.56%,the construction period delayed one day,and it met the customers’ schedule.Within the range of 5% of overspending,it had a greatly improved effect compared with previous similar projects.It can maximize the economic benefits of A company’s project and provide an extremely effective theoretical basis and reference significance for subsequent management of the same type of project.
