| After studying the market economy environment and combining with the current production practice,Shenhua Huanghua Port Company decided to build a new oil terminal and supporting projects.The construction of this project mainly includes a 120,000-ton crude oil berth,an oil storage area and supporting equipment and facilities.Because of the huge investment and many factors affecting the quality of the project,the implementation of refined management is the primary guarantee for the success of the project.Based on the research results of fine management of port projects at home and abroad and the actual situation of oil terminal and reservoir area projects in Huanghua Port,the research goal of this paper is to establish a more perfect and more suitable fine management system for Huanghua Port engineering project construction.After elaborating the concepts of fine management and port project,this paper introduces the relevant theories of project management.Through the analysis of Huanghua Port oil terminal and reservoir project management status,find out the project management deficiencies,and then this paper respectively from the cost,quality,construction period,safety,environmental protection,innovation for the project to establish a refined management system.In order to ensure the implementation of the management system and make the project management more scientific and reasonable,the article finally puts forward safeguard measures from three aspects of personnel,system and technology,and makes specific requirements for personnel allocation and personnel training.It also establishes the implementation and assessment system in six aspects of cost,quality,construction period,safety,environmental protection and innovation,and use technical means to further improve the implementation of fine management.To sum up,this paper takes Huanghua Port oil terminal and reservoir project as the carrier,establishes a refined management system,enriches the methods of Huanghua Port project management,and has certain theoretical significance and academic value.In the practical application level,through the research of this topic,the management deficiencies in the process of project construction are comprehensively improved,the project management level of Huanghua Port Company is improved,the waste of resources is avoided,the project investment risk is avoided,and the practical basis is provided for the project construction of other ports.Therefore,this topic has great practical significance. |
