In the era of knowledge-based economy, innovation is the core capability of enterprise development, and knowledge acquisition is the foundation of innovation. For an organization, acquiring knowledge across organizations becomes a key issue to improve its innovation ability. For inter-organizational groups, understanding how knowledge flows is also essential for innovation management and policy making. The relationship of Technical Co-opetition is key factor for knowledge flow across organizations,so it is particularly important to clarify the Technical Co-opetition Mechanism. After reviewing the research status at home and abroad and combining with the key problems needed to be solved.and based on the co-opetition theory and social network embedding theory, this study constructs a systematic analysis framework from two dimensions of relationship embedding and network structure embedding respectively and.In empirical applications, taking 511 organizations in “New Energy Vehicles Industry” as sample and using the patent data during 2008 to 2017 from USPTO to measure technology co-opetition and knowledge flow.First of all,we took the intensity of inter-organizational technical collaboration、the intensity of inter-organizational technical competition and the intensity of inter-organizational technical co-opetition as independent variables, the innovation scale gap as the moderate variable, knowledge flow as dependent variables, introduced QAP method to build a multiple regression analysis model with organizational pairs as the unit for testing hypothesis.Secondly,by the tool of social network Ucinet to measure the centrality of technical collaboration network, technical competition network and knowledge flow network, this study used the synergetic Hakken model to verify the relationship between organizational structure characteristics, knowledge outflow and knowledge inflow, further found out the order parameter of the evolution of knowledge flow network. The results show that: first, the intensity of technical collaboration and technical competition between organizations has a significant positive effect on the intensity of knowledge flow, but the intensity of technological competition and cooperation has a significant negative effect on the intensity of knowledge flow;Second, for a focus organization the technical collaboration the has a positive effect on the centrality of its knowledge inflow network.Knowledge inflow centrality has a positive effect on node technical competition network centrality. There is a synergistic relationship between the centrality of the technical collaboration network and the centrality of the knowledge outflow network, but the centrality of the technical collaboration is not the key factor determining the evolution of the knowledge outflow network.Meanwhile, there is a synergistic relationship between technical competition and knowledge outflow network centrality, and it was the order parameter for the knowledge flow network, can determine the future development direction of network.Knowledge inflow centrality also has a positive effect on node technical coopetition network centrality.Focusing on the technical interaction between organizations, this paper explores the mechanism of competition and cooperation of knowledge flow for inter-organizations,which not only widens the research dimension of co-opetition relationship, enriches the research on the influencing factors of knowledge flow, but also provide reference for enterprises to balance the competition and cooperation relationship to improve the efficiency of knowledge flow, and government departments to formulate policies to achieve industrial upgrading in the field of new energy vehicles.
