| The rapid development of chemical industry has led to the increasing demand,supply,and transportation of dangerous goods.Due to its own physical and chemical properties,Hazardous materials have inflammable explosion,toxicity,and other dangerous characteristics,becoming a moving source of danger in the process of road transportation.It is particularly important to evaluate and select dangerous goods road transportation route.In addition,once an accident occurs on the selected transportation path,it will have a huge impact on the surrounding personnel,property,and environment.Thus,the emergency resource scheduling decision can play an excellent role in shortening the emergency response time.Therefore,in this paper,a two-step decision is made to ensure the sustainable development of dangerous goods road transport and reduce accident hazards,that is,an effective model is adopted to select the most appropriate dangerous goods transport route before the accident and an active emergency resource scheduling is adopted after the accident.Considering the safety of dangerous goods road transport,this paper studies the decision-making models for hazardous materials road transportation route selection and emergency resources scheduling.The study of dangerous goods road transport route selection includes :(1)to develop alternative routes.Develop alternative paths is the basis for the selection of transport routes by asking relevant personnel of dangerous goods transportation,investigating the local transportation restrictions of dangerous goods,and determining the transportation mileage with the help of Baidu Map.(2)to assess the risks of dangerous goods road transport.The ordered weighted average(OWA)operator combined with the improved risk assessment model is used to balance the local risk of the road section and the overall risk of the route to select the dangerous goods transport route with the highest risk degree,which can not only eliminate the path with the highest risk degree,but also reduce the workload of expert evaluation.On this basis,by Comparative linguistic expressions and Hesitant Fuzzy Linguistic Term Set(HFLTS)as the object to represent individualized assessment information to determine the expert comprehensive importance and Proportional Hesitant Fuzzy Linguistic Term Set(PHFLTS)to represent group evaluation information to determine the criteria comprehensive importance.Specifically,adopting HFLTS distance measure and similarity measure to compute objective important degree and according to the experts themselves working years,job grade level to calculate the subjective importance;using the PHFLTS entropy measure to calculate the objective importance of the criteria and BMW method to calculate the subjective importance of the criteria.A model combining PHFLTS and Technique for Order Preference by Similarity to an Ideal Solution(TOPSIS)is introduced to evaluate the risk of the remaining alternative routes of dangerous goods road transportation,using alternative path of ideal solution progress size of risk for sorting optimal path,which can avoid the loss of evaluation information and achieve the effect of reducing the dimension.It is better to be used in the case of difficulty in quantitative data collection.(3)to select the transportation route.The final transportation path is determined by combining the two attributes of transportation risk and transportation cost based on transportation time as cost index.The above methods can effectively reduce the complexity of risk assessment and route selection,and the OWA operator combined with the improved risk assessment model and PHFLTSTOPSIS method can also be compared to prove the effectiveness of the risk assessment model.On the basis of the selected transport routes of dangerous goods,due to the emergent and dynamic characteristics of dangerous goods accidents,the traditional "prediction-response" emergency rescue decision-making mode,which lacks flexibility,can no longer adapt to the new situation.In the era of big data information,to meet the decision makers in the emergency rescue of dependence,this paper further based on the " scenario-response " focuses on the emergency resource scheduling decision model,including:(1)using modern information technology for the scene of the dangerous goods accident information,and with the quantitative calculation and scenario analysis,forecasting the trend of the evolution of the accident scene,building situational inference model of accident of dangerous goods,then,matching dangerous goods accident scene library and achieving accident emergency resource demand prediction of dangerous goods.(2)Based on the prediction results of accident rescue demand and the objective function of scheduling resources,an emergency resources scheduling model is built to determine the number of vehicles needed to be scheduled by different rescue units under certain constraints.Finally,a regional road network transport liquefied petroleum gas in Chongqing as an example to select the transport routes and make decision-making of accident emergency resource scheduling,the results show that Using OWA operator combined with improved risk assessment model and PHFLT-TOPSIS method to calculate the path risk ranking is the same,which proves the effectiveness of the two methods.In addition, the hazardous materials emergency resource scheduling model based on"scenarioresponse"greatly reduces the time of emergency response and indirectly reduces the accident loss,which provides an effective and feasible reference for scientific decisionmaking and emergency management of dangerous goods accident. |
