Study On Quality Control Of Water Supply And Drainage Engineering Bidding

Water supply and drainage bidding is an important part of water supply and drainage construction,the quality of bidding has an important impact on the quality of construction.As the efforts of the country to protect and utilize water resources continue to increase,water supply and drainage engineering-related industries are facing more stringent regulatory systems and technical standards.With the increasing efforts of the state to protect and utilize water resources,the water supply and drainage engineering related industries are facing more stringent regulatory systems and technical standards.To study the impact of relevant factors on the bidding quality of water supply and drainage engineering and put forward corresponding countermeasures,effectively improve the access threshold of water supply and drainage engineering industry,which is conducive to comprehensively improving the service level and construction quality of water supply and drainage engineering industry.The author studies and analyzes the influence of relevant factors on the quality of water supply and drainage project bidding by the method of grey correlation analysis and the actual project bidding case,focusing on the analysis of key influencing factors and puts forward corresponding countermeasures.The main work and conclusions are as follows:(1)Systemically combing the bidding process of water supply and drainage engineering,the author finds that the bidding platform,the bidding agent,the division of bidding sections,the bidding documents and the bidding evaluation experts are the main factors that affect the quality of bidding,focusing on the composition,characteristics and influence mechanism of the relevant factors.(2)Based on the grey correlation analysis of the relevant influencing factors of the bidding quality of water supply and drainage engineering,the grey correlation ranking of the relevant influencing factors is the bidding platform ? the bidding documents ?the bidding agent?the division of bidding sections? the bidding evaluation experts,and it is found that the bidding platform and the bidding documents are the key factors affecting the bidding quality of water supply and drainage engineering.(3)Through the analysis of the changes in trends of the key influencing factors,it is found that the score value of the influencing factors of the bidding platform is increasing year by year.This is because of the integrating of the six trading centers and the establishing of the Nanjing public resources trading center platform which standardize the bidding behavior.It is found that the scores value of the influencing factors of the bidding documents is increasing first and then decreasing,which is because that the relevant functional departments have improved the preparation specification of bidding documents,but the preparation quality of bidding documents has declined due to the impact of platform adjustment in the later stage.(4)Two measures are put forward to control the key factors: reducing the differences between the different bidding platforms in terms of the supervision systems and the evaluation methods;strengthening the preparation of data,the market researching and the technical guidance before compiling the bidding documents.(5)Combined with the actual project bidding case,the author analyzes the influence degree of the two key influencing factors of the bidding platform and bidding documents on the bidding quality of water supply and drainage engineering,verifies the correctness of the theoretical derivation of the grey correlation analysis method,and proves the effectiveness of the optimization path of the key influencing factors.The research results provide a decision-making basis for the water supply and drainage industry to further improve the quality of project bidding.
