With the increase in the number of cars and the demand for residents‘ travel,the problem of traffic congestion has gradually been widely concerned and urgently needs to be resolved.Traffic congestion not only causes people to consume more travel time and fuel energy,but also causes environmental pollution,reduces productivity,and seriously hinders social and economic development.In order to solve this problem,Suzhou City has formulated and implemented a series of traffic management measures,such as traffic restriction during peak hours in the city center,meter parking pricing and parking at different times,and all these measures have achieved certain results.Therefore,in order to explore more reasonable and effective traffic demand management measures,this paper uses urban road congestion pricing methods to control private car travel,adjust the distribution of traffic flow in road space and time,optimize urban traffic structure,and reduce vehicle exhaust emissions.First of all,this paper discribes the research background of road congestion pricing,domestic and foreign research overview,and summarizes the deficiencies of existing research.Then,the congestion pricing theory and exhaust emission theory are introduced in detail,and the relationship between congestion pricing and exhaust emission pricing is clarified.On this basis,in the third chapter of this paper,a bilevel programming model considering traffic congestion and exhaust emissions is the key part of this paper.The lower level of the model is a user equilibrium model based on elastic demand,and the upper level model aims to reduce the emission of air pollutants in the entire network and maximize the total social welfare.In order to solve the bilevel programming model,we use Frank-Wolfe algorithm to solve the lower level problem and Artificial Bee Colony Algorithm to solve the upper level problem.Then,taking the actual road network in the ancient city of Suzhou as an example,using Matlab software to program and solve the model,a reasonable calculation result is obtained,and the congestion tolls considering exhaust emissions is determined.The conclusion shows that the exhaust emissions will not necessarily decrease with the increase of social welfare,but policy makers can comprehensively consider various factors to choose one of the best solutions to achieve sustainable development of transportation.In order to verify the charging tolls proposed in this paper,VISSIM simulation software is used to simulate the actual road network.The results show that the implementation of congestion pricing is reasonable and feasible.Finally,we provide suggestions for the implementation of road congestion pricing in the ancient city of Suzhou.This article starts with the influencing factors of road congestion pricing,fully considers the charge pattern,technical conditions,and consumer rights and other factors,and believes that the ancient city of Suzhou has the basic conditions for implementing road congestion pricing.Then,we provides suggestions on the congestion charing time,charging method,charging technology,collection target,and related safeguard measures in the ancient city of Suzhou.
