Abstract/Summary:
The spatial balance of urban medical public service facilities is an important manifestation of social equity and balanced development. However,in order to improve the utilization rate of medical resources, urban medical service facilities usually adopt a relatively centralized layout, resulting in spatial imbalance of medical services. There is a contradiction between medical needs and accessibility.Based on the existing distribution of medical resources, accurate accessibility analysis, evaluation of the current layout of medical facilities and optimization of the layout can further optimize the allocation of medical resources and improve the overall public service level of the city. The research of this article mainly starts from the following three aspects:Medical trip identification and characteristic analysis based on mobile phone data.Using mobile phone data as the core data source, identify the user’s parking point, duty station, and travel OD,and then design an algorithm to identify the medical travel OD.Analyze the distance, get the relevant laws of medical travel and evaluate the recognition effect, provide data support for the following accessibility measurement and layout optimization.Research on accessibility of medical public service facilities based on mobile phone data.Using the cell phone base station Tyson Polygon as the research unit, using the number of beds in various levels of medical facilities as the facility supply, using the medical trip OD identified above, combined with the Gaode Map API to obtain the travel of medical residents under various transportation modes to various levels of hospital Time and travel distance. On this basis,a travel cost matrix is constructed, and the corresponding space-time search threshold is delineated.A two-step float catchment algorithm with Gaussian function was introduced to evaluate the accessibility of current medical facilities in Kunshan City. The accessibility measurement results show that for grade hospitals, the accessibility level decreases in driving, bus, and walking modes;for all medical facilities, there are similar accessibility levels in driving and bus modes, and the level of walking mode accessibility is poor.In addition, the medical accessibility of Kunshan is obviously distributed in a stratified manner.Hospitals in Bacheng,Zhangpu,Qiandeng and Dianshan Lake area have poor accessibility, and there is an urgent need to increase the supply of medical facilities to meet the medical needs of residents.Optimize the layout of medical public service facilities.Based on the above research, the spatial local autocorrelation analysis of the accessibility of medical facilities is carried out to identify the medical shortage areas, and the K-means algorithm is used to cluster the above lowaccessibility demand points, and the contour coefficient is used to determine 17 Number of clusters, compare the calculated cluster center position with the medical shortage area and set the location of candidate facilities.Combined with existing facilities, candidate facilities,Kunshan road network, and base station demand points,a minimum impedance model and a minimum facility model were constructed to optimize the spatial layout of Kunshan medical facilities. The results of the model show that relocating the Third People’s Hospital of Kunshan City to the north of Bacheng Town, relocating the Kunshan Fifth Sense Hospital to the west of the Gaoxin zone, and building a second-level hospital in the northeast of the development zone and the northeast of Dianshan Lake. The coverage of the hospital’s service population increased from 75.85% to 91.20%;moving the Kunshan Traditional Chinese Medicine Hospital south to the east of Zhangpu Town can increase the proportion of the service population of the tertiary hospital from 94.18% to 98.20%.The above layout optimization measures can improve the spatial balance of medical facilities.
