| Compared with the rich practical experience of urban planning and construction,the construction guidance for rural areas has been in a relatively lagging state,and it has only gradually become a hot topic under the promotion of rural policies in recent years.At present,rural areas have a serious tendency to emphasize planning rather than implementation,and there are outstanding problems in rural construction that make decision-making and implementation more difficult.This directly reflects the failure of rural planning and construction management.As the basic regional unit of economic society and administrative jurisdiction,the county has the dual characteristics of meso-spatial scale and relatively independent administrative authority,which further highlights the constraints and guidance capacity of the county level for rural construction,and thus carries out rural planning and construction at this level.Management and control work is an important way to effectively solve the problems of the implementation of rural planning.This article focuses on the construction of rural planning construction management and control system at the county level from the perspective of planning management.By sorting out the development process of the management and control system for the county planning and construction in the country,the author summarizes the development trends and trends of the active,integrated,regional,three-dimensional and diversified management and control system.Based on the trend summary,the local management and control models of Zengcheng District,Deqing County,and She County were selected for comparative analysis,to analyze the common and individual characteristics such as the objectives and implementation levels among the models,and to further summarize the current implementation process of county planning and construction management The failure issues such as the functional structure,content of management and control,depth of management and control,resource guidance,update and adjustment are highlighted in.Therefore,based on these questions,we propose the connotation and requirements of the "effectivenessoriented" in the construction of the management and control system,that is,to establish the logic of combining the top-down goal-oriented and the bottom-up problem-oriented,and explore the effective-oriented management and control The system sets up a set of working methods and paths from the establishment of logic to the foundation of basic work to the selection of control elements,selection of control methods and development of control results.Based on the development of Jinggangshan City’s beautiful rural master planning,combined with the actual situation of Jinggangshan’s rural construction and development,the technical route established by the countylevel rural planning and construction management and control system was proved to be reasonable and effective. |
