Research On Commercial Operation Mode Of Public Charging Pile Facilities In Henan Province

Green and low-carbon life has been paid more and more attention by the world in recent years,and China is no exception.With the global environmental pollution problem becoming more and more serious,non-renewable mineral fuel-based power is gradually replaced and diverted by more and more new energy power,and fuel-powered vehicles are gradually replaced by more and more new energy vehicles,becoming an important part of global strategic emerging industries.As a new industry,new energy vehicles are one of the seven strategic industries that the country focused on during the 13 th Five-Year Plan period.They are also important national strategies to ease energy pressure and improve air pollution,promote regional economic development and industrial transfer,and accelerate the upgrading of traditional automobile industry and equipment manufacturing industry.Under the guidance of the national strategy,the rapid growth of new energy vehicles has provided strong power for the construction of electric vehicle charging piles.According to the National Development and Reform Commission’s "Guidelines for the Development of Electric Vehicle Charging Infrastructure(2015-2020)" plan,by 2020,China will add more than 12,000 centralized charging and replacement power stations and more than 4.8 million distributed charging piles to form a "four horizontal and four vertical"(four vertical: Shen Hai,Beijing-Shanghai,Beijing-Taiwan,Beijing-Hong Kong-Macao,four horizontal: Qingyin,Lianhuo,Shanghai-Rong,Shanghai-Kun)inter-city fast charging network and build more than 1,000 urban fast charging stations to meet the charging demand of 5 million electric vehicles across the country.In this case,the development of new energy charging technology and the promotion of new energy vehicle charging stations are all the more urgent.As an important strategic emerging industry in our country,the huge new energy automobile industry urgently needs to perfect the service system construction with charging infrastructure as the main part,and the charging pile industry naturally becomes the focus.This article is based on the current development of electric vehicles and charging piles industry,etc.,combined with Henan charging piles construction,promotion and operation of commercial company operation mode and evaluation system to carry out research.On the basis of summarizing and sorting out the advantages and disadvantages of the existing charging pile operation mode,this paper will deeply understand the marketization process of the charging pile construction and operation of public institutions in Henan province,as well as the development needs of new energy vehicles in Henan province and the key problems of the charging pile construction and operation,analyze the feasibility of the market-oriented operation mode innovation of charging infrastructure,perfect the supply and demand market structure mode of charging pile infrastructure,expand S company’s business structure with corporatization and distribution,supplement and explore China’s charging pile construction and operation mode,and propose supporting measures to further expand the new energy vehicle industry,which will show practical application value in the dimensions of industry,enterprise,society,etc.The first chapter is introduction,which mainly analyzes the necessity and significance of the research on the construction and operation of charging piles based on the development and research trends of new energy vehicles at home and abroad and the demand characteristics of domestic new energy vehicles for charging piles.The second chapter first introduces the relevant concepts of charging service,charging facilities and charging facility operators,then gives a general introduction to the business model,and then introduces the relevant national charging facility policies.The third chapter discusses the evaluation index system of charging pile facilities market operation,and introduces the functional characteristics,profit model,operation model and evaluation index system of the new charging pile,which will make more specific theoretical foundation contributions for the following research.In the fourth chapter,on the basis of investigation on the construction and operation of charging piles for public institutions in Henan province,the social and economic benefits of the market-oriented operation of charging piles are quantitatively evaluated by AHP and fuzzy comprehensive evaluation method,using the actual data of the operation of charging piles for public institutions in Henan province outsourced to company s.The fifth chapter puts forward nine suggestions to improve the commercial operation of charging piles in Henan province,which provides important reference value for optimizing the cooperation form between government and social capital.The sixth chapter summarizes the full text,and also looks forward to the deficiencies in the full text research and the problems that need further research in the future,providing a feasible path for the new exploration of charging pile construction and operation mode.
