Highway in China has developed rapidly since the 1980 s and its total mileage has reached140000 km by the end of 2018,ranking first in the world.Eighty-one percent of the highways in China are toll highways.The charging methods are mainly cash and electronic toll collection(ETC),i.e.,vehicles with ETC equipment directly pass through the ETC lane without stopping,while vehicles without ETC equipment are issued with pass cards at the entrance of highway and recovered at the exit.Before 2020,logical encryption cards are used as pass cards in Henan province.Since the cost of logical encryption card is very low,the pass cards are purchased according to three times of estimated number of entrance vehicles at each new road section.However,the provincial boundary toll stations of Expressway are cancelled in 2020,which leads that the logical encryption cards need to be replaced by composite pass card.The latter is more expensive and heavier than the former,so the problem that how to improve management method to speed up circulatory,reduce inventory and save procurement cost,has become an urgent issue as this stage.This thesis first discusses the role of pass cards in highway toll business,investigates the situation of pass cards in the highway network of Henan Province,and summarizes the management methods of pass cards in some other provinces of China.Secondly,the thesis studies the management mode of pass cards in the highway network of Henan Province,the inventory and changes of pass card in each road section and each station.It is found that the numbers of pass cards in toll stations,road section centers and provincial center are all following the Gaussian distribution.Hence,the upper and lower bounds of pass cards in toll stations of Henan Province are calculated according to the Gaussian distribution and errors are corrected according to the 3σ rule.Thirdly,the thesis investigates the frequency,quantity and cost of transferring pass cards between toll stations in Henan Province and an optimal method is introduced to obtain the optimal allocation scheme by using Lingo software.On this basis,the whole road network in Henan Province is divided into four levels according to its management method,namely provincial center level,regional center level,section coordination point level and toll station level.A selection method is also proposed to plan the location of section coordination points among toll stations in Henan Province.Fourthly,we have designed and implemented the intelligent management software and the lane toll software of Henan province comprehensively,which provides the function oftransferring card box between lanes,improves the circulatory efficiency of pass cards,reduces the inventory of pass cards in toll stations.Furthermore,we have obtained the copyright of the intelligent management software..
