Emergencies usually happen urgently and have a large impact, which poses a major threat to people’s lives and property safety. In particular,as the urbanization process continues to accelerate, the size of the city is getting larger and the population living more and more concentrated, and urban emergencies often bring more serious impact.Emergency evacuation is an effective strategy to deal with emergencies. It is to transfer people from dangerous areas to safe areas,so as to reduce or even avoid the damage caused by disasters. However, due to the wide range of influence of emergencies, there are many problems in the process of regional emergency evacuation, such as traffic congestion, traffic organization confusion and so on,resulting in low efficiency of evacuation. Therefore,it is of great significance to optimize the organization and management of emergency traffic and improve the efficiency and stability of evacuation. This paper studies the urban regional emergency traffic based on the simulation modeling method.First of all, this paper analyzes the factors that affect the evolution of evacuation traffic demand, develops the differential equation of evacuation demand evolution based on the theory of public opinion communication and the simulation model of evacuation traffic demand evolution based on multi-agent,studies the evolution characteristics of emergency evacuation traffic demand from the macro and micro levels, and analyzes the degree of social connection, individual sensitivity, the number and distribution of initial evacuees and other factors on the evolution characteristics of evacuation demand.Based on the study of the evolution characteristics of evacuation demand,a model of emergency traffic assignment constraint system(CSO)is established at the residential area level based on the cellular transmission theory. The CSO model is a bi-level evacuation network optimization model, and the upper layer is a linear programming model with tolerance level constraints of residential areas to balance the safety and stability of the evacuation system;the lower layer is a dynamic traffic distribution model based on cell transmission, and based on the established CSO model, the effects of tolerance level, number of shelters, organization form of intersections, distribution of evacuation risk and uncertainty of evacuation demand on evacuation system are studied. The differential equation and multi-agent simulation model of evacuation demand evolution based on the theory of public opinion dissemination constructed in this paper can reflect the evolution characteristics of evacuation demand from the macro and micro levels respectively;the traffic distribution CSO model that balances the safety and stability of evacuation system can be used for traffic distribution, simulate the dynamic evolution process of emergency traffic, and then analyze the relevant evacuation strategies Effectiveness. This study can provide technical support for the development of emergency traffic simulation system, and provide scientific methods and theoretical guidance for the practical decision-making of emergency evacuation.
