An Applied Research On City Road PPP Financing

Infrastructure construction by PPP financing has been practicing in China for many years.However,city road construction by PPP financing model is a new exploration in China,due to its’ public welfare feature.So,this thesis tries to give some applied research recommendations by PPP financing on city road construction.Firstly,it is very complicated of city road construction by PPP financing.The author tries to distinguish the differences of PPP financing to the other traditional financing ways.PPP financing way is very focused on legal bidding procedures.So,this part is focused on PPP financing way’s bidding procedures to secure its’ legal status.Secondly,this paper analyzed the risks of PPP financing model on city road construction projects after bidding procedures.It is still very risky on difference stages such as approval stage,financing stage,construction and operation stage and project handover phase.This paper has avoided relevant risks by identified and analyzed these risks,and promoted this paper’s operational feasibility.Thirdly,this paper is proposed and paying attention to the financial analysis steps.This paper also focused on government subsidy funds by PPP financing ways.To consistent with the topic of this article,economic efficiency analysis of this part is also necessary to complete this paper’s application.At last,this paper introduced the case of Donghai Road PPP project of Jiaozuo,to validate the feasibility of PPP financing model.Research Purpose: This paper is extremely paying attention to these aspects in city road’s construction by PPP financing ways,such as major participants,operational process analysis,risk analysis,financing analysis and case analysis.These analysis give more maneuverable application suggestions and references.
