Research On Government Supervision Loopholes And Countermeasures Of Construction Project Quality

With the rapid development of China’s economy,cities are constantly expanding.Many provinces and cities have established development zones.With the rapid development of the construction industry,the quality of construction projects is affected to different degrees due to the heavy task,wide area,complex situation,large scale and many projects,which seriously tests the level of government supervision.The construction process of the construction project is complicated.Once problems arise,it will be difficult or impossible to change after completion,which will bring adverse impact on the safety and use function of the main structure of the construction project.In recent years,the frequent quality accidents of construction projects have seriously affected people’s production and life,not only making people dissatisfied,but also damaging the image of enterprises and the government.In order to improve the project quality,the government carries out all-round,multi-angle and multi-department whole-process supervision over the construction project,from the beginning of the project to the delivery and use of each link,and effectively supervises the implementation of the quality behavior of the construction entity,the construction participant and the testing unit during the construction process.This article USES literature research,comparative analysis method,with total quality management theory,principal-agent theory,rent-seeking theory as a foundation,government supervision over the quality of the construction project of our country to explore and research,has been clear about the Z city H area in henan province for construction project quality government supervision: supervision and blind area,false,passive supervision supervision,surface.Based on the idea of solving problems,this paper analyzes the causes of supervision loopholes in H district government of construction project quality,and finds that supervision loopholes are caused by imperfect laws and regulations,insufficient supervision resources,backward supervision means and imperfect supervision system.Based on this,this study summarizes and compares the government supervision experience of the United States,Germany and France and Shanghai and Beijing,and then analyzes the inspiration for the government supervision of construction project quality in China.From the aspects of perfecting laws and regulations,increasing the input of supervision resources,optimizing the supervision means and perfecting the supervision system,we find the measures to fill the loopholes in the government supervision of construction project quality.It is hoped that this paper can help the staff of supervision institutions to analyze the shortcomings of supervision work,and provide reference for the improvement of government supervision of construction project quality,and promote the development of the construction industry to a new stage.
