Research On The Performance Evaluation Of The Protection And Utilization Of Urban Historic Districts

As an important level in the protection system of historical and cultural heritage,urban historical districts have received more and more attention from the society,and have also achieved richer results and valuable experience in the process of its protection and utilization.It is also an important responsibility of city managers to protect and use the city’s historical districts which are public goods with historical and cultural values.However,in the current research,few scholars start from the perspective of management,starting from the degree of concern after the protection and utilization of urban historical districts,and consider the performance of the comprehensive effect after protection and planning implementation.Scientific management is an important means to maximize the economic,cultural and social value of urban historical districts.Therefore,from the perspective of management,it is important to study the performance evaluation of the protection and utilization of urban historical districts,discover the problems in the process of protection and utilization,and test the effectiveness of protection.Based on the above status quo,a performance evaluation study on the protection and utilization of urban historical districts is proposed.On the basis of sorting out the research on the protection and utilization of historical districts and the performance evaluation of public projects,combined with the subject,object and goal of performance evaluation,to establish a scientific and practical performance evaluation system and evaluation model for the protection and utilization of urban historical districts.Finally,take the five historical districts in Suzhou as an example for analysis.The results show that the overall performance level of the five major historical districts is relatively high,but there is still much room for improvement in the performance levels of the two major dimensions of the public and resources and the environment.Than put forward targeted opinions:(1)formulate an incentive mechanism to enhance public participation;(2)consolidate the characteristics of districts to promote brand formation;(3)strengthen talent training to promote district development.The innovation of this article is to apply the balanced score card(BSC)to the performance evaluation of the public project of the protection and utilization of urban historical districts and construct a performance evaluation system from the four dimensions of social public,finance,organizational policy,and resources and environment.Then use the analytic hierarchy process(AHP)to calculate the weight of each index,and select the fuzzy comprehensive method as the evaluation method to complete the construction of the performance evaluation model for the protection and utilization of urban historical districts.
