Nowadays,with the rapid development of urbanization,townships,as the carrier of economic development,are becoming more and more complex in terms of social organization and conflicts.Among the many unknown risks flooding is one of the more influential ones on townships.History proves that floods have caused huge images to the development of townships and the daily life of residents.Therefore,to improve the disaster prevention,mitigation and relief capabilities of townships freely,the images brought by floods can be reduced to a minimum.The current disaster prevention and relief system in China is mainly guided by the government and lacks the residents’ own knowledge of disasters and their ability to cope with them when they come.The resilience proposed by Holling does not only consider the resilience after the disaster,but also the ability to adapt to the disaster and the ability to monitor the disaster before it comes.Therefore,there is an urgent need to conduct a study on the resilience of townships to flooding.Based on Cutter’s baseline model of resilience(BRIC),this study focuses on 1436 townships in the Songhua River basin and constructs a flood disaster resilience evaluation index system for townships in the Songhua River basin by selecting six levels and 25 indicators suitable for China’s national conditions and the characteristics of the Songhua River basin,and collecting and processing data through a series of methods.The pioneering combination of elevated fuzzy hierarchical analysis and entropy weighting method is used for weight calculation,while the approaching ideal solution ranking method(TOPSOS)is used for the evaluation of resilience.By virtue of the six levels of resilience evaluation results and comprehensive evaluation results,the overall characteristics and spatial characteristics of flood resilience of the Songhua River basin townships are analyzed,and the results show that the overall resilience of the Songhua River basin is at a low level,with 96.69% of the areas with medium or lower resilience,and the main reason for the low resilience is the backwardness of economic development,which in turn leads to the weakness of various infrastructures and other factors,resulting in The resilience of the townships in the Songhua River basin is generally low.After the global spatial autocorrelation and local spatial autocorrelation analysis,it can be seen that high resilience areas tend to be concentrated in areas with high economic development,and the resilience of townships is also related to their location in the upper,middle and lower reaches of the river and whether they are in the main river basin.Subsequently,the main influencing factors of the townships in the Songhua River basin were explored with the help of the index weighting table,and the results showed that the main factors influencing the resilience of the townships in the Songhua River basin to flooding were the level of economic development,infrastructure construction and the degree of social development,which provided the basis for the subsequent resilience enhancement strategy.And according to the analysis content for the Songhua River basin to propose a reasonable resilience enhancement program.The six levels of economic strength,infrastructure construction,social resilience,ecological protection,and disaster prevention and mitigation education are targeted to put forward reasonable resilience enhancement opinions.This study takes the townships in the Songhua River basin as the research object,starting from small-scale geographical units,and studies the township flood resilience characteristics and spatial distribution results in the Songhua River basin through a more detailed index system and reasonable mathematical methods.This study helps to deeply understand the characteristics of township flood resilience,explore the future development path of townships,and provide sufficient theoretical basis and practical methods for the construction of township resilience.
