Research On Quality Management Of Distribution Network Synchronous Line Loss In LJ Power Supply Bureau

As one of the important energy resources of national economy,electricity is playing an crucial role in sustainable development.Being an important assessment indicator of power grid corporation,the index of line loss can reflect the operation situation of the power grid equipment as well as the management level,so as to influence the economy benefit of one corporation.Since the ‘13th-Five-Year’ Plan launched,the power grid corporations in China have been increasingly attaching great importance on the distribution network line loss management work,but only from the way of line loss statistics index management.Currently,due to lack of the synchronous line loss index evaluation system for county-level power gird corporations which is based on operation quality,the local power supply bureau always fails to control the priorities in distribution network line loss management work,thus the work for loss reduction is of poor efficiency,let alone income increasing.Therefore,by combining actual working experience,the author aims to study the synchronous line loss quality management of distribution network in LJ Power Supply Bureau.This paper consists of following part.The first part will be going to give a general description on the theory and related research about line loss,line loss management and quality management.Secondly,the author investigates the current situation of distribution network loss management in LJ Power Supply Bureau and summarizes the existing problems of synchronous line loss quality management.In the third part,an index system of distribution network loss quality management for LJ Power Supply Bureau is constructed via brainstorming and experts scoring.The index system includes five categories—including distribution network equipment management,basic file management,data acquisition quality,measurement business management,and line loss abnormal management and 26 indexes.In the forth part,the Analytic Hierarchy Process（AHP）was applied to calculate and sort the importance of each index by pairwise comparison method.After finishing the degree of importance evaluation,passing the conformance test,verifying the rationality of each management index becomes confirmable.In the fifth part,evaluation standards are developed for the indicators in the established line loss quality management index system,and the complete synchronous line loss quality management index system of the distribution network of LJ Power Supply Bureau is formed.Finally,the author employed this system to make a horizontal evaluation to assess the distribution network quality management level of two county-level power grid corporations which are under the jurisdiction of LJ Power Supply Bureau.According to evaluation differences and existing problems,corresponding advice are proposed to improve the synchronous line loss management level of LJ Power Supply Bureau.The above research can directly provide guidance for the quality management of distribution network synchronous line loss for LJ Power Supply Bureau,and also offer a certain reference on the distribution network line loss management for other similar type of prefecture-level power supply enterprises.
