Under the background of "New Infrastructure",some infrastructure enterprises have gradually exposed many shortcomings,especially in human resource performance assessment,which makes the enterprises start to be troubled by "Talent Problem".Because of the historical factors of China’s infrastructure enterprises,the lack of attention to internal human resources performance management work has led to deviations in the construction and operation of the performance management system,which cannot achieve the desired effect of performance management,which is an unstable factor for the future development of enterprises.In this paper,we analyze the theories related to performance management and the actual situation of Q company.We examine and analyze the operation of the existing HR performance management system and the opinions of employees in Q company.We collect statistical data through questionnaires and analyze them to find out the problems and reasons of the existing system.Then,based on the results of the questionnaire survey,the performance management system of Q Company was optimized and reconstructed,and the qualitative and quantitative analysis of the assessment indexes were combined by using the hierarchical analysis method to establish a new assessment index system and create an assessment plan for the grassroots employees and managers of Q Company respectively,so as to further enhance the authenticity and fairness of the performance assessment results of Q Company’s employees.Based on the development of the scheme,this paper also gives feasible suggestions for the subsequent performance management of Q Company,which is conducive to strengthening the sustainability of the performance management of the company.The research of this paper can provide some reference opinions for the construction and optimization of performance management system in the same industry on the one hand,and on the other hand,it also plays a role in the study of the practical results of domestic performance management theoretical system.
