With the development of modern economy and society,the public’s demand for air travel is growing rapidly,which leads to the increasingly prominent contradiction between the limited civil aviation resources and the market demand.As the main place of civil aviation travel,the airport has become a typical case of unbalanced development between supply and demand.Since it is difficult to improve the hardware conditions such as airport facilities,airport capacity has become a bottleneck problem that restricts the development.The essence of airport capacity restriction is to limit the maximum take-off and landing frame number in a certain period of time.In general,the number of take-off and landing frames fluctuates in different time periods.Therefore,by studying the fluctuation characteristics of flight bank and combining the value of time periods with the penalty cost of breaking through the airport capacity limit,the optimal strategy of new flights can be obtained,which is the objective of this paper.On this basis,if the fluctuation law of flight bank can be further mastered,the new flights can be allocated scientifically and rationally to the limited flight time resources,which is conducive to improving the utilization efficiency of airport and airspace resources.First,this paper delves into the traditional definition of flight bank and related theories,analyzes the characteristics of flight time,and puts forward the influence of airport capacity on flight time and its mechanism,in order to lay a theoretical foundation for the analysis of the practical application of flight bank.The Fourier function is then used to fit the airport flight departure and landing time data,and the mathematical expression of the flight bank fitting function is obtained for the construction and solution of the model.And MATLAB is used to develop the application program to implement the Fourier function to fit the flight bank in computer form.The value function and penalty function based on time slice are obtained by converting the fitted flight bank function,and the value function and penalty function are considered as the basis of time slice selection.The net incremental benefit of new flights is maximized as the objective function to construct the net incremental benefit model.Based on the consideration of solution efficiency,airport-related constraints are added to improve the optimization of the net incremental benefit model,and the immune optimization algorithm is applied to solve the model,briefly describing the algorithm procedure flow and determining the parameters in conjunction with the model.Finally,we introduce an example airport for the analysis of the practical application of flight bank and find the corresponding new flight allocation scheme with the different number of new flights known.
