The people gather and buildings are concentrated in the modern urban,and the system risk and vulnerability of city are also increasing.In recent years,the rapidly growing motor vehicles have made the road network more and more saturated.Therefore,in the event of emergency,it is easy to cause traffic congestion or even traffic paralysis.At this time,the rescue and evacuation work in the affected area is urgent and heavy.Because of this,it is of great significance to study the urban traffic emergency organization strategy under the emergencies to reduce the impact of emergencies on traffic,reduce the panic caused by emergencies and protect the lives and property safety of the people.Based on the definition,categories and characteristics of emergencies,this thesis analyzes the impact of emergencies on the lives and property safety of the people and the urban traffic,and gives a method for determining the basic impact range of emergencies.The basic principles of emergency traffic evacuation and control strategies are given,the common control strategies of road sections and intersections are discussed,and the traffic demand of evacuated vehicles is analyzed.After that,from the perspective of travelers,this thesis studies the influence of different traffic strategies and the driver’s behavior preferences through questionnaire survey,which ensures the implementation effect of emergency traffic control strategies.A path selection model for emergency evacuation is constructed and the model is solved by improved ant colony algorithm.And the model result can determine the optimal evacuation route,enable the vehicles to leave the evacuation area as soon as possible,and reduce the impact of emergencies on urban traffic.Finally,according to the case situation,this thesis sets up the emergency rescue dedicated channel,obtains the optimal evacuation path through the model solving,and gives the specific traffic control strategies.Besides,based on the results of the questionnaire survey,this thesis puts forward suggestions for the implementation of traffic control measures,and puts forward the evaluation indicators of emergency impact and emergency traffic organization strategies,which perfects the research of this thesis.This thesis studies the emergency traffic organization under emergencies from the perspectives of managers and travelers,and develops a set of sound and reasonable emergency traffic organization plans,which can provide a reference for the traffic management department to handle related work.
