This dissertation research was carried out with the aim of finding solutions to minimize the economic losses from road traffic accidents on the example of a large in-dustrial region of the Russian Federation.The importance of the research topic is predetermined by the ever-increasing lev-el of economic losses of society as a result of traffic accidents.Every year around 1.2 million people die in road traffic accidents and up to 50 million are injured and disabled.At present,the economic damage from road accidents reaches astronomical values,up to$ 500 billion/year,and given the current trends in the development of transport systems,there is every reason to believe that this is far from the limit.Unfortunately,the Russian Federation is no exception.The situation with traffic accidents has become particularly acute in recent years,and at present Russia is far be-hind the best standards in road safety in world practice.Therefore,this paper takes traffic accident economic loss as the entry point to study,and carries out the study about traffic accident economic loss of the Kemerovo region,Russia,and predetermined selection of the object,the subject,the purpose and objectives of the study.The object of study is the road-transport system "human-vehicle-road";The subject of the research is the factors that determine the occurrence of acci-dents and the level of economic losses resulting from an accident.To achieve this goal,at the first step of the study,analysis of the state of road safety issues in the Russian Federation and one of its leading industrial regions,the Ke-merovo Region,was carried out.At the next step,the study analyzed methodological approaches to assessing the economic losses from road accidents in the Russian Federation and abroad,including in terms of meeting the needs of the main groups of users of these methods.The results of the study showed that in developed countries different approaches are used to assess the cost of damage from road traffic accidents.But different methodological approaches achieved different,even completely disparate results,which indicates that the calcula-tion methods used are insufficiently operational.In addition,the applied technologies for calculating the economic losses from accidents do not take into account the specific needs of various groups of users of these methods.Based on the above analysis,the existing methods of calculating economic losses from road accidents,widely used in the world,cannot well solve the problems men-tioned in this paper,which requires further research to confirm that the road safety in this region can be improved by selecting appropriate strategic theoretical basis and deci-sion-making tools.In the process of scientific research,a conceptual model of the emergence and resolution of economic criteria conflict in the "Human-vehicle-road" system was formu-lated,and the direction of solving the problem under consideration was established due to structural transformations of the transport system itself and bringing it to a new level of efficiency.The analysis of road traffic accident indicators in the Kemerovo region,per-formed using the "control card" toolkit,made it possible to identify the specifics of traf-fic safety management and to develop recommendations on the direction of actions to improve road safety in the region.
