As the electric power reform continues to deepen,the conversion of old and new kinetic energy continues to accelerate,power generation policies are facing the dual restrictions of strict control of coal power and fierce competition of new energy,The electric power market has already formed the fierce competition pattern of excess power from the original monopoly position.Coal-fired power generation enterprises are facing severe new situations and new challenges unprecedented in deepening reform,diversified supply and demand,low-carbon structure,market-oriented pricesand strict supervision.Power generation enterprises are increasingly competitive,and the profit margin of the electricity market has been repeatedly compressed.In particular,the survival of small coal-fired thermal power units has been difficult,such as running on thin ice,and the future development is not optimistic.According to the changes of the internal and external environment,the coal-fired small thermal power units how to grasp the reform trend,combine their own advantages,avoid corporate disadvantages,survive in the current situation and develop healthily and sustainably on the basis of survival has become an urgent matter of the moment.It is urgent to formulate a competitive strategy for small coal-fired power plants.This article takes HNQF Thermal Power Co.,Ltd.as the research object,and u ses relevant competitive strategy theory and management theory as guidance.It uses strategic theoretical research tools and research methods,combines research backgrou nd,environmental analysisand HNQF Thermal Power Co.,Ltd.’s own situation.Throu gh the PEST model and five force model,analyze the external environment where HNQF Thermal Power Co.,Ltd.is located,Through the analysis of internal resource s and capabilities,understand the internal environment of HNQF Thermal Power Co.,Ltd.Then use the internal and external factor evaluation matrix to evaluate,and eva luate the competitive strategy that HNQF Thermal Power Co.,Ltd.can implement th rough the quantitative strategic planning matrix The competition strategy-the cost-le ading strategy that should be adopted under the background of electric power reform and the market economy environment.Finally,by analyzing the value chain of HN QF Thermal Power Co.,Ltd.,the specific implementation and guarantee of the cost-1 eading strategy is carried out.This article through the research and analysis of HNQF Thermal Power Co.,Lt d.,draws the following conclusions:HNQF Thermal Power Co.,Ltd.should pay atte ntion to the linkage of competitors ’horizontal value chains to enhance competitors’ e ntry barriers;strengthen the linkage of upstream and downstream vertical value chain s to effectively reduce procurement costs,Strive for more power generation;At the same time,improve the management level of the internal value chain,implement cos t control from all links in the internal main value chain,save energy and reduce co nsumption of production systems,enhance maintenance capabilities,reduce outsourcin g costs,increase marketing efforts,and strive for more power and heat Market,deve lop by-products of heat water,fly ash,gypsum,etc.to increase revenue,at the same time deepen the information system applications,strengthen human resource manage ment,give full play to talent advantages,improve financial management,strengthen r isk control,truly control losses,improve quality and efficiency,reduce costs.This article combines the value chain analysis with cost control theory,and anal yzes the cost factors of HNQF Thermal Power Co.,Ltd.in detail from each link of the value chain,which has important practical value for the implementation of the competition strategy of power generation enterprises.In addition,in the context of th e new normal of national economic development and in the year when the conversio n of old and new kinetic energy in Shandong Province is accelerating,there is less research on the competitive strategy of small coal-fired power plants that are in a di fficult situation of development,This also provides certain reference for other similar thermal power generation,especially cogeneration enterprises.
