At this stage,the main social contradictions in China have been transformed into the contradiction between the people’s growing needs for a better life and unbalanced and inadequate development.The people’s needs for a beautiful ecological environment have become an important aspect of this contradiction,and the people are eager to accelerate the improvement of the quality of the ecological environment.The reservoir city is located in the mountainous area with fragile ecosystem,complex ecological problems and outstanding urban disasters.At the same time,its landform and hydrological conditions are also greatly affected by the Three Gorges Project.In 2010,the state issued the overall plan for the follow-up work of the Three Gorges project,which has become a new task and challenge for urban space construction in the "post Three Gorges period" to protect the ecological environment of the reservoir area and reduce the occurrence of disasters in the reservoir area.Based on this background,this paper takes Kaizhou and Yunyang,the central cities of the reservoir area,as examples,guided by problems,introduced the concept and technical methods of ecological infrastructure,and formed the core content of this paper with the main line of "historical carding-Analysis of problems-Theoretical Construction-Empirical Research".Firstly,the paper summarizes the evolution process of eco infrastructure related planning of reservoir cities(Kaizhou and Yunyang)since the migration and construction in stages,summarizes its stage characteristics,and compares and summarizes the similarities and differences between the two cities’ related planning(Chapter 2).Then it analyzes the outstanding urban disaster problems faced by the cities in the reservoir area,including geological disaster,flood disaster and meteorological disaster.From the perspective of each ecological infrastructure element pointed by these key disaster problems,this paper analyzes the shortcomings of the current ecological infrastructure,and summarizes the unity and differences of the current ecological infrastructure in Kaizhou and Yunyang(Chapter 3).Based on the previous research,this paper further analyzes the feasibility of urban disaster prevention and mitigation by means of ecological infrastructure,and puts forward three planning objectives at the macro,meso and micro levels: the macro objective is to protect the healthy ecological spatial pattern;the meso objective is to build a composite ecological infrastructure network system;the micro objective is to promote the development of artificial infrastructure "State".Based on the planning objectives of three levels,the detailed planning framework of three levels is further established: macro level implementation of ecological space management and control plan;meso level proposed complex ecological infrastructure network planning;micro level implementation of ecological infrastructure planning based on rainwater management.Through multi-level planning to reduce and prevent urban disasters,improve the function of urban ecosystem services(Chapter 4).Under this planning framework,according to the actual situation of Kaizhou and Yunyang and their differences,this paper discusses the specific planning strategies of the two cities,and summarizes the differences of their planning,in order to provide more direction and thinking for the ecological infrastructure planning of disaster prevention and mitigation of other reservoir cities.(Chapter 5).Finally,this paper summarizes the conclusions of this study,and points out the shortcomings of the study,so as to continue to improve in the follow-up study(Chapter 6). |
