Research On Land Expropriation And Demolition Strategy Of Harbin-jiamusi Rapid Railway Based On Stakeholder Theory

With the deepening of urbanization,the construction of modern cities means the expansion of urban space and the adjustment of the pattern,which brings about a large number of land expropriation and demolition projects.As one of the basic links of construction,land expropriation and demolition is often called the most difficult bone for builders to chew.Land expropriation and demolition often amounts to the half of the construction of a project.In particular,in the process of railway project construction,as it is a large-scale infrastructure of public welfare,the compensation for land expropriation and demolition cannot be as generous as that for commercial projects.Especially in the context of economic backwardness and low compensation standards in the provincial environment,the process of land expropriation and demolition is very difficult to advance.Illegal appeals,conflicts,project impediment and even some fierce mass disturbances occur from time to time,bringing great losses to people’s life and property.How to reduce conflicts and avoid the occurrence of mass incidents,so as to ultimately complete the task of land expropriation and demolition in a harmonious and efficient way is a difficult problem for government departments and project builders to solve.This paper takes Harbin-Jiamusi rapid rail project as an example and review the land acquisition and demolition strategy in the project construction process.By introducing stakeholder theory,this paper analyzes the connection and conflicts between the various stakeholders as well as problems handling methods in the land expropriation and demolition process,triggering further consideration of government’s work on land expropriation and demolition in typical public project like railway construction,which put forward measures of optimizing the requisition plan designing and guarantee the implementation of the plan to better support subs.
