The Role Of Social Capital On Ecological Governance Benefits And Differentiation Study

In order to achieve high-quality economic development and sustainable social development,along with the gradual increase of national environmental protection awareness,the country attaches importance to ecological environmental protection.The14 th Five-Year Plan emphasizes steady progress and jointly promotes high-quality economic development and high-level ecological protection.At the same time,it not only pursues "quantitative changes",but also pays more attention to "quality improvement".However,the construction of ecological protection and environmental management has a strong public welfare nature,and relies heavily on public finance for the construction and management of such projects.In this context,the contradiction between the strictly controlled government debt scale and the growing demand for ecological construction provides a huge development space for the introduction and practice of social capital.The implementation of government and social capital cooperation in the field of ecological environment is an important measure to deepen the reform of the investment and financing system and realize the diversified common governance of ecological environment,which is of profound significance to promote the realization of ecological environmental protection goals and green development goals.Therefore,through the evaluation study of the impact of social capital on ecological benefits,the main factors affecting its differentiation are identified and improved to maximize its utility,improve the ecological benefits generated,and provide a scientific basis and strong guarantee for the governance of ecological environment in each region.This study firstly describes the background and purpose of the study,integrates the relevant literature on social capital,eco-efficiency and PPP model,composes and reviews the former research views and contents,and establishes the basis of this study;Secondly,defining the two core concepts of social capital and eco-efficiency,based on theories such as public goods theory,sustainable development theory and externality theory,and lay a good theoretical foundation for further research.Next,selecting assessment methods and models accorded to the mechanism of social capital’s influence on eco-efficiency,discusses the advantages of choosing DEA method,and design a scientific eco-efficiency evaluation index system,set input and output indicators to evaluate the eco-efficiency of ecological construction and environmental protection projects in 31 provinces,cities and districts in China by using DEA method.Finally,through the analysis of the evaluation results,we point out the current situation of ecological benefits generated by ecological construction and environmental protection in each province,analyze the reasons for the differences in ecological benefits among regions based on the empirical results,and give suggestions for improving the ecological benefits of ecological construction and environmental protection,so as to contribute to improving the operational efficiency of ecological projects in each province,rationalizing social capital investment,and improving the ecological environment.
