Research On The Analysis And Control Of Social Capital Investment Risk In M Sponge City PPP Project

Since the 1990 s,various problems such as urban water-logging,water shortage and serious water pollution have been very obvious in our country,and are becoming more and more serious,threatening our life.As The General Office of the State Council "about promoting urban construction guidance" sponge printing,sponge city into people’s horizons,become a new trend,urban construction need a lot of money,but the sponge construction of city huge funding gap problem become a stumbling block to sponge promote urban construction.And the government and social capital cooperation(Public-Private Partnership,hereinafter referred to as PPP)this financing mode can not only effectively reduce the government’s fiscal pressure,also can improve the level of project construction and operation,better service to the Public.But due to the sponge city PPP project is still in its infancy,having long,investment is huge and main interests makes social capital side to undertake such projects in the process of facing the risk of many complex factors,therefore identify risks and establish a set of scientific and effective risk assessment and control mechanism for the social capital has important research significance.M city was selected as one of the first 16 sponge city construction pilot cities in China,and became the "leader" with the national brand label.The project adopts PPP financing mode as the driving force.Based on the case of A company investing in M sponge city project,this paper studies the investment risk identification,evaluation and control of sponge city PPP project from the perspective of social capital.Firstly,the paper systematically studied the investment risks faced by company A in the investment process of M sponge city project,and divided them into four levels: government,market,project and force majeure.Secondly,based on the analytic hierarchy process(AHP)to establish A sponge city the level of the PPP project investment risk evaluation index system,and through the expert group decision it is concluded that the weight of each index of total investment risk.And then concludes that the evaluation results by applying the method of fuzzy comprehensive evaluation,in order to evaluate the case for A company M sponge city project investment risk level.Finally,according to the evaluation results,the main investment risk factors of company A for the project were selected to determine the control strategy and formulate feasible control measures.It is hoped that the study of thispaper can provide help for the social capital of sponge city PPP project to conduct investment risk control and improve the success rate of social capital investment.
