The prevention and control of air pollution is an important proposition in the process of China’s modernization construction,which is not only related to the sustainable development of the country’s economic society and the harmonious nature of the living environment,but also related to the country’s own interests and external image.In recent years,the frequent occurrence of smog weather,the rise in greenhouse gas emissions and other air quality problems show the urgency of the effective implementation of air pollution prevention and control policies.Among the many air pollution problems,sulfur dioxide,nitrogen oxides and soot have a particularly serious impact on the entire air pollution.Coal-fired power generation enterprises are precisely one of the social entities with the largest emissions of such pollutants,so the implementation of air pollution prevention and control policies must be closely related to coal-fired power generation enterprises.This paper takes coal-fired power generation enterprise A as an example to discuss the problems and reasons in the implementation of air pollution prevention and control policies and put forward relevant strategic suggestions to promote the implementation of air pollution prevention and control policies.The first part is an introduction.In this part,the necessity and background of the research related to the implementation of the air pollution prevention and control policy are explained in detail,the relevant documents are collated and analyzed and the research methods used in this paper are further elaborated so as to lay a solid foundation for the subsequent analysis.The second part is the explanation of concept and theory.Some of the concepts used in this research process are defined.Since most of the existing research results are based on government departments to study policy implementation issues not from the perspective of A enterprise,this part defines the concept of corporate policy implementation in this paper.Besides,this part expounds the basic connotation of circular economy theory and Smith’s policy implementation model.The third part summarizes the implementation of air pollution prevention and control policies in recent years in Shanghai,where Enterprise A is located.The fourth part analyzes the current situation of the implementation of the air pollution prevention and control policy of enterprise A and summarizes its organizational structure and system,implementation method and content,as well as the initial results achieved.The fifth part discusses the problems existing in the implementation of the air pollution prevention and control policy of enterprise A and the reasons behind it.The sixth part puts forward the development strategy of promoting the implementation of the air pollution prevention and control policy of state-owned coal-fired power generation enterprises which is based on the existing problems and causes.The seventh part is the conclusion.The research results of the whole article are summarized and some shortcomings and deficiencies in the research process of the article are listed.Finally,the prospect in the future was presented.The author’s view is that both state-owned coal-fired power generation enterprises and the government departments are responsible for the implementation of the policy.They have a collaborative relationship.Strengthening the coordination between them in the implementation of environmental policies,improving the organizational and management structure of the enterprises to implement policies,increasing resources input,optimizing implementation means and promoting public participation are effective ways to improve the implementation level of air pollution prevention and control policies of state-owned coal-fired power generation enterprises today.
