Industry is an important part of China’s real economy and the foundation of China’s economic development,and its development model is accompanied by the emergence of high energy consumption and high environmental pollution.As China enters the "new normal" of the economy,the goal of high-quality economic development contradicts the reality of waste of resources and environmental pollution.In order to achieve high-quality economic development,industry must transform from the traditional extensive development model to green development,and the key is to improve industrial green total factor productivity.Technological innovation will improve industrial production efficiency,reduce the waste of resources,and reduce environmental pollution,while promoting high-quality economic development.There is an innovation element bias in technological innovation,so in the context of resource and environmental constraints and innovation factor bias,this paper studies the impact mechanism of China’s industrial green transformation from the perspective of the bias of technological innovation elements.First of all,we will sort out the relevant literature of industrial green transformation at home and abroad,and put forward perspectives that can be further supplemented.Then,the concepts of technological innovation factor bias and green total factor productivity are elaborated,and the relevant theories are described,and the mechanism and path of influence on industrial green total factor productivity under the perspective of capital bias and labor bias of technological innovation factors are analyzed,and the mechanism and path of technological innovation factor bias on industrial green transformation under spatial effect are analyzed.Secondly,the bias of technological innovation elements and industrial green total factor productivity are measured respectively to pave the way for subsequent research.The approach is to introduce technological innovation factors into the stochastic frontier model,establish a bias index that exceeds the logarithmic production function model,and analyze the bias characteristics of innovation elements in 30 provinces in China.In addition,an SBM-GML model with undesirable output is constructed to calculate the industrial green total factor productivity of 30 provinces in China,and analyze the characteristics of industrial green total factor productivity in China in time and space.Again,through the construction of the panel fixed effect model,the spatial impact of the bias of technological innovation elements on the green total factor productivity of China’s industry is analyzed,and the impact of the bias of technological innovation factors on industrial green transformation is discussed under the differences between the eastern and central and western regions.From the second,the spatial Dubin model is constructed,and the influence of the bias of technological innovation factors on industrial green total factor productivity is analyzed spatially under the spatial geographic distance matrix and the economic geographic distance matrix,and the research sample is the provincial panel data of 30 provinces in China from 2009 to 2019.Finally,according to the empirical results,corresponding suggestions are put forward to promote the green transformation and development of China’s industry.The results show that:(1)The elements of technological innovation in 30 provinces in China in 2009-2019 are biased towards innovative capital as a whole,and show an "M" type fluctuation trend,but the labor elasticity of each province is greater than that of capital.From the regional level,the technological innovation factor bias capital index in the eastern region is always the largest,the innovation factor bias index in the central region is in the middle,and the innovation factor bias index in the west is the smallest;within the scope of the research sample data,the overall industrial green all-essential productivity in China is an "N" type growth trend,and according to the decomposition of the index,the technological progress index will affect the growth of industrial green all-factors.From a regional perspective,the growth rate of industrial green total factor productivity in the eastern region is the fastest,which is higher than the average of the 30 provinces in the sample,the growth rate in the central region is between the growth rate of the eastern and western regions,and the growth rate in the western region is slightly lower than the average of the 30 provinces in the sample.(2)The results of the fixed effect model of the inter-provincial and municipal variables do not affect each other show that the capital bias of technological innovation capital factor has a promoting effect on industrial green total factor productivity,so as to achieve industrial green transformation.In addition,after considering the characteristics of regional heterogeneity,the capital bias of technological innovation capital factors in the central and western regions has a role in promoting the green transformation of industry,while the effect in the eastern region is not significant.(3)Based on the spatial Dubin model,the conclusion also shows that the bias of capital factors of technological innovation will promote the growth of industrial green total factor productivity and there is a spatial effect,that is,there is a spatial effect in the industrial green transformation.Under the weight matrix of geographical distance and economic geographical distance,the direct effect is less than the indirect effect,indicating that the bias of technological innovation capital elements in neighboring regions has a stronger impact on the improvement of industrial green total factor productivity in the region than the impact of technological innovation capital in the region,and the development of industrial green transformation is not only related to the bias of technological innovation capital elements in the region,but also related to neighboring regions.The research contribution of this paper is to introduce the bias of technological innovation elements into the research of industrial green transformation,analyze the influence mechanism of innovation factor bias on promoting industrial green total factor productivity,and provide new ideas.Using the fixed effect model and the spatial effect model,the influence of the bias of technological innovation factors on industrial green total factor productivity is analyzed to ensure the objectivity and accuracy of the research results.
