Study On The Impact Of Environmental Regulation On China’s Green Total Factor Productivity

Since the reform and opening up,the global economic development has been on the right track,China’s GDP has maintained a high growth rate of nearly 10%.With the rapid development of politics,economy,culture and other fields,environmental problems have become increasingly prominent.Therefore,the Chinese government also provides guidance on the future development direction of China according to the specific situation of environmental problems caused by rapid economic development.The national 12th FiveYear Plan,the 18th National Congress of the Communist Party of China,and the 19th National Congress of the Communist Party of China all put forward the important development direction of green ecology and environmental protection.Therefore,to study the impact of environmental regulation on green total factor productivity（GTFP）is of great significance for improving China’s green production level and promoting the coordinated development of environmental protection and economic growth.First of all,this paper expounds the research background and significance of this paper,finds that China urgently needs to create a win-win situation between environmental protection and economic development,and combs,summarizes and integrates the research of domestic and foreign scholars from the aspects of environmental regulation,GTFP and their relationship.Secondly,on the basis of previous studies,reasonable assumptions are put forward for the factors and transmission mechanism that affect the improvement of GTFP by environmental regulation.Then,to measure GTFP of provinces in our country,this paper collected from 2004 to 2018,the provinces in our country the related data,SBM-super efficiency DEA model is set up,using MaxDEA software to measure of original data,through preliminary integration and analysis of the calculation results,it is found that TFP increases in most regions,but decreases slowly in a small part.while that of a small number of regions decreases slowly;Then,this paper establishes a threshold effect model,uses Stata software to model and solve the data,and studies the impact of environmental regulation on GTFP.Through the empirical analysis of the model,it shows that there is a threshold effect on the impact relationship between scientific research investment,foreign investment level,industrial structure and government control level.Specific terms,the investment increase,the industrial structure optimization can improve environmental regulation for the promotion of GTFP level,the influence of foreign investment and government control level is double threshold effect,too high or too low is not conducive to the promotion of green production in China,Therefore,it is urgent for all regions to find an appropriate investment and control range.Then,through the establishment of intermediary effect model to explore its influence ways,and make a robustness test on the empirical process.The research shows that the research conclusion of this paper is credible.The level of foreign investment and the amount of scientific research investment are important ways for environmental regulation to affect GTFP.Finally,some suggestions are put forward based on the research results.At present,China’s environmental regulation has a positive effect on the improvement of GTFP,and scientific research investment and foreign investment level also serve as a bridge to this effect.Therefore,in order to improve China’s green production level and increase the promotion of environmental regulation on green production,we should pay more attention to scientific research,standardize industrial structure,increase education investment,attract high-quality foreign investment and appropriate government intervention.
