The "fourteenth Five-year plan" outline points out: "Adhere to ecological priority, green development, promote total resource management, scientific allocation, overall conservation, recycling, coordinated to promote high-quality economic development and high-level protection of the ecological environment. The contradiction between economic and social development, resources and environment has become an important factor restricting China’s sustainable economic growth.Green development is the key to solve the current contradiction and achieve high-quality development in China.Improving green total factor productivity(GTFP)is of great significance to guide green development. In this thesis, the traditional C-D production function was expanded and improved by introducing potential efficiency coefficient to obtain the GTFP model, and the GTFP model was used to calculate the GTFP of China and 30 provinces and cities from 2008 to 2019,so as to evaluate the level of green development in each region and analyze the variation trend and spatio-temporal difference of green development.Secondly, the Dagum Gini coefficient is used to estimate the regional differences of green development in China from the perspectives of "east, central, west and northeast" and "south and north" regions, and the sources of regional differences are decomposed, and then the regional differences of the four plates are compared with the north-south differences. Finally, the panel Tobit model is established to explore the potential causes affecting green development and regional differences.Based on the above research,it is found that :(1)China’s overall green development level is improving year by year, and green total factor productivity is on the rise, with an average annual growth rate of 3.37%.(2)China’s green development presents a spatial pattern of "high in the east and low in the west, high in the south and low in the north, and low in the northeast","fast in the south and slow in the north, fast in the middle and west, and slow in the northeast".(3)The regional imbalance in China’s green development is still worsening. From the perspective of regional differences,inter-regional differences and intra-regional differences are the main sources of the overall regional differences of the four plate division and the "north-south" division, respectively. In terms of regional differences, during the sample period, the fluctuation of regional green development gap increased in the eastern, northeastern, western and northern regions, and decreased in the central and southern regions. From the perspective of regional differences, the regional imbalance in China’s green development is still the gap between the east and the northeast, the central and western regions is relatively prominent, while the gap between the north and the South is relatively small. However, the gap between the north and the South is widening and should not be underestimated.(4)Through the analysis of the influencing factors of green development,it is found that the level of economic development,R&D investment and environmental regulation have a significant role in promoting green development, while the urbanization rate, industrial structure and carbon emission intensity of energy structure have a significant role in inhibiting green development, and the level of human capital has no significant impact on green development. The effects of various factors on the green development of the four tectonic plates and the north and south regions are different to some extent.Based on the above research, the following suggestions are put forward to further improve the level of green development and narrow the gap of regional green development:first,to thoroughly implement the new development concept and guide local high-quality development with GTFP;Second, increase investment in RESEARCH and development to improve the level of innovation;Third, adjust the industrial structure and promote the advanced and reasonable development of the industry;Fourth, actively develop green finance to facilitate the green transformation of regional economy;Fifth,we should adhere to a systematic approach and coordinate green development among different regions.
