| With the increasing production of domestic waste in China,many places are facing the dilemma of inadequate implementation of garbage classification policies,low level of harmlessness and low resource utilization in terms of garbage disposal.It can be seen that the classification and disposal of urban domestic waste is not only an environmental issue,but also a governance issue.However,the classification and treatment of domestic waste involves many links and subjects,and the treatment process needs to be highly refined,which makes the treatment very difficult.Based on this,this article deeply studies the problems existing in the classification and treatment of Shanghai domestic waste.The research found Shanghai government has strongly promoted whole-process waste classification system.The governance of waste classification has achieved breakthroughs,but there are still many deficiencies.Then taking the classification and treatment of domestic waste in Xidu Street,Fengxian District as a specific example,this article found there are problems such as the overloading of garbage disposal facilities,the dilemma of recyclable enterprises and so on.This article explores the reasons behind the problem: first,the lack of a long-term normal working mechanism;second,the role of publicity is limited;third,the law enforcement protection needs to be strengthened;fourth,there are drawbacks in the introduction of private company;fifth,the technology of terminal disposal is not yet mature.Finally,this article suggests that the following aspects to improve and optimize the municipal solid waste classification and management in Shanghai: first,to promote the participation of multiple subjects in the treatment;second,to enhance the breadth and depth of publicity;third,to increase the restraint of punishment and supervision;fourth,to improve the environment of garbage classification chamber;fifth,to improve the level of disposal and recycle.Good governance of municipal solid waste classification is a win-win measure for improving the environment and resource utilization.Shanghai’s initial success in waste classification and treatment has exemplary significance,but there are still many areas that need to be improved in the whole-process system.Although this article provides some countermeasures for the current domestic waste classification and management problems,due to the author’s personal insights,the analysis is still not in-depth and comprehensive.I hope that more researchers will participate in the study of domestic waste classification and management issues to solve the dilemma of garbage siege. |
