Study On Ecological Compensation Transfer Payment Policy Of Ecological Economic Demonstration Zone In Northwest Sichuan

China’s social and economic system reform has undergone tremendous changes since the reform and opening up,and has also promoted the development of China’s social economy.However,China has a serious problem of imbalanced development.In the past,China took labor-intensive and resource-intensive industries as the leading industries,which promoted economic progress by sacrificing a large amount of resources and energy.Despite the remarkable economic achievements,it also caused serious damage to China’s ecological environment,which is not benefit to China’s sustainable development.Based on the requirements of the country to build an environment-friendly and resource-saving society,the government launched projects such as Tianbao Project,the Returning Grazing Land and Grass Project in the main protection areas,and then drawn up the main functional areas.These areas are designated as restricted-development zones or forbidden-development zones.In order to achieve the fiscal and tax balance,the government try to compensate these areas on the ecological transforming.Based on long-term social practice,this paper focuses on the study of ecological compensation for the ecological economic demonstration zones in northwestern Sichuan.Based on this,this paper studies the ecological compensation transfer payment policy in Northwest Sichuan since 1998 through literature research,investigation research,qualitative analysis and quantitative analysis.The article systematically reviewed the implementation status of the ecological compensation transfer payment policy in the ecological economic demonstration zone in northwest Sichuan.And the author met totally 150 people in this area,which involved forest workers,farmers,herdsmen,policy managers and policy supervisors in the policy implementation for further study.It sorts out the reason of the following five aspects of the ecological compensation transfer payment mechanism:the lack of the policy,the lack of law construction,the lack of government management,the slow start of production materials,and the need to strengthen the project construction.Combined with the national policies and research results,the local government will speed up the construction of ecological compensation transfer payment policy,strengthen the law construction,strengthen government management,speed up the construction of production materials to make the construction of ecological protection projects more rationally and improve supporting policies.This study has certain reference to the research on the implementation effect of ecological compensation transfer payment policy,and has certain reference value for the choice of solutions to similar problems.
