| Energy resource is the basic material of human life.However,the consumption of non-renewable fossil energy is increasing every year,which makes the situation of human energy increasingly grim.Our country has a lot of coal relatively.Although China’s energy structure is constantly improving,the main energy consumption is still coal resources.Developing much new energy and building a suitable energy strategic system have become an important decision for China to cope with the new international situation.In addition,global warming is becoming more and more serious,while vigorously developing the economy,"energy conservation and emission reduction" is still an arduous task.At the 2015 Paris Conference on Climate Change and the General Debate of the 75th Session of the United Nations General Assembly,our government made the commitments under:striving to reach the peak of carbon dioxide emissions before the year of 2030,and striving to achieve carbon neutrality before the year of 2060;The Fourteenth Five-Year Plan for National Economic and Social Development also further clarifies that our country will accelerate the promotion of green and low-carbon development in the fourteenth five-year period,and comprehensively improve the utilization efficiency of resources in our country.However,as the key energy project,coal-to-oil projects,during the"twelfth five-year" energy saving assessment work involves a lot of megaton coal oil project and has achieved certain success,but there is no unified,no specification documents or standards to specific guidance coal-to-oil enterprise how to carry out the work of energy-saving evaluation of fixed asset investment projects;The policy documents issued by the state generally focus more on the macro control of energy conservation assessment,there is little analysis of the actual work links of energy conservation assessment,and there are even less methods,principles and relevant comparative energy consumption indicators of energy conservation analysis and assessment of specific coal-to-oil projects.;There is also little literature on energy conservation evaluation in coal-to-oil industry.Therefore,by referring to a large number of relevant literatures and combining the main content of energy conservation evaluation of fixed assets investment projects and the experience of energy conservation evaluation of coal-to-oil projects,this paper adopts the research idea of AHP method to build the energy saving evaluation index system of coal-to-oil projects,adopts quantitative calculation and expert judgment to calculate the membership degree of quantitative and qualitative indexes and finally combines the fuzzy evaluation method to evaluate the energy conservation of the whole project.The index system has three levels,layer A,layer B and layer C.Among them,target layer A is the energy conservation evaluation of coal-to-oil project.Criterion layer B has 5 factors,project energy use factor of B1,section energy use factor of B2,equipment energy use factor of B3,energy use measure factor of B4 and energy use influence factor of B5.The index layer C has 21 indicators,among which there are 6 qualitative indicators and 15 quantitative indicators.Theoretical guidance could be provided to related enterprises in energy-saving assessment work,reference work could be provided to the coal chemical industry in practical energy-saving assessment of projects of investment in fixed assets and the reference could be also provided to government in energy audit work and scientific decision-making by this paper,so as to control the energy consumption in coal-to-oil project from the original.This paper first describes the background,the meaning,the current condition and the future orientation of this paper’s topic,and then expounds the basic theory,content and related methods of energy conservation evaluation.Then,combining with the characteristics of coal-to-oil project,it builds the energy conservation evaluation index system of coal-to-oil project,and finally gives a specific application example of coal-to-oil project in detail.According to the application examples,it can be concluded that the evaluation index system is feasible in theory and has certain practical value. |
