As the environmental problems caused by extensive use of fossil fuel becomingmore and more urgent, the Chinese government has made great efforts to promote the"energy conservation and emission reduction" policy on a national scope. Nowadays,the main way to obtain electric power in China is coal-fired power generation. Powerplants burn half of the national coal consumption every year, which contributes to morethan half of the nation’s total SO2emissions. Meanwhile, the amount of emissions ofgreenhouse gases (CO2, CH4, N2O and so on) in our country ranks the first in the world.Therefore, the implementation of energy conservation and emission reduction becomesvery important in coal-fired power plants. But we have not formulated a capableevaluation model on energy conservation and emission reduction situation of acoal-fired power plant. Therefore, the main idea of the article is to do research on theconstruction of evaluation index system of energy conservation and emission reductionwithin the coal-fired power plants, as well as the corresponding evaluation model.We built the evaluation index system of coal-fired power plants energyconservation and emission reduction on the basis of cleaner production index system ofour country. In the essay, we consulted the life cycle assessment and sustainabledevelopment, following the rules of scientificity, practicability, comprehensiveness,relevance and other related criterions, and then made analysis on a large number ofrelevant researches at home and abroad. After that, we did some field researches andeventually built the evaluation index system from four aspects: resources and energyconsumption, the environmental impact, the comprehensive utilization of resources andmanagement system of energy-saving emission. We accomplished the primary electionof the capable evaluation index on the basis of the integration of the synthetic methodand the analysis method. We completed selecting proper index by single detection andglobal detection of the evaluation index.We adopted the grey correlation method andoptimize the structure of evaluation index in order to accomplish the evaluation indexsystem (including four first level indexes, fifteen two level indexes and twenty threelevel indexes). We established the evaluation criteria according to the averageevaluation index of our national coal-fired power plants and some statistical reports oflarge-scale electric power companies in2011.Based on analytic hierarchy process (AHP), grey relation method, entropy methodand standard weight coefficient method, we determined the weight of each evaluationindex by using combined weights method. By calculating the score of cleanerproduction evaluation grade, we set up a model of energy conservation and emissionreduction for coal-fired power plants, namely the total of the weighted value of eachindex and their product of scores. This paper chose a coal-fired power plant as a research object. In addition, anexample was given as the instance analysis by using of the constructed energy-savingevaluation index system and evaluation model. Finally, we drew a conclusion that thescores of energy conservation and emission reduction were90.02, which represented theoutstanding level. Among them, the scores of resources and energy consumption,environmental impact, resources comprehensive utilization and energy conservation andemission reduction management system were87.74,91.95,90.01, and94.44respectively. According to the evaluation result, we analyzed the situation ofenergy-saving for coal-fired power plant, and also proposed corresponding suggestions.The results showed that the evaluation model was scientific and practical, whichprovided decision-makers with ideas and methods for energy conservation and emissionreduction evaluation in a coal-fired power plant. |
