In the past three decades,the economic development model driven by gross domestic product has made my country’s economy develop rapidly,but it has also emitted a large amount of air pollutants,causing large-scale environmental problems.In particular,the nationwide "smog" weather occurred in 2013,which aroused widespread concern from all walks of life.As the main component of smog,PM2.5 has a serious impact on the human respiratory system and cardiovascular system.The Beijing-Tianjin-Hebei region is the most polluted area of my country with PM2.5,which seriously affects the daily life of the people and the function of Beijing’s capital.Based on the current severe situation of PM2.5 pollution in the Beijing-Tianjin-Hebei region,this article sorts out relevant domestic and foreign research,and uses the improved Logarithmic Mean Divisia Index to analyze the key socio-economic driving factors.This paper also uses Poisson regression proportional hazard model and environmental health value evaluation methods to evaluate the health effects and health economic benefits brought by PM2.5 pollution control.The findings of this article are as follows:(1)The results of using the emission factor method to calculate the PM2.5 emissions of Beijing,Tianjin,and Hebei from 2013 to 2018 show that the PM2.5 emissions of Beijing area decreased year by year during the study period.Tianjin and Hebei achieved good emission control effects during the implementation of the "Air Pollution Prevention and Control Action Plan" policies from 2013 to 2017,but there was an increasing trend again in 2018.Among them,the Hebei region’s PM2.5 emissions accounted for 83%of the total regional emissions,which is the main source of emissions.(2)The result of factor decomposition shows that economic growth is the main positive factor for PM2.5 emissions in the Beijing-Tianjin-Hebei region,and the emission intensity effects in Beijing and Tianjin are the main negative factors.However,the negative effect of Hebei’s emission intensity effect is not obvious,and the industrial structure effect is the main negative driving factor.(3)Based on the secondary conditions of the national air quality standard,due to the implementation of the "Ten Atmosphere" from 2013 to 2017,the health and economic benefits achieved by the reduction of PM2.5 pollution levels in Beijing,Tianjin,and Hebei were 543.09,513.24,and 238.795 billion yuan respectively.In 2019,the additional health expenditures in Beijing,Tianjin,and Hebei caused by PM2.5 pollution were 296.20,313.83,and 117.617 billion yuan,respectively,accounting for 0.84%,2.23%,and 3.35%of GDP that year.Therefore,strengthening air pollution control in Tianjin and Hebei can still achieve considerable health and economic benefits.
