| In the process of China’s rapid economic development,environmental problems have become increasingly prominent,and a large number of domestic water pollution has become increasingly serious.And solving environmental problems requires long-term investment of a large amount of money,not only rely on local government finance,but also needs the active participation of social capital.The application of PPP in water environmental governance projects can broaden the funding sources of the projects,relieve the financial pressure of local governments,and is a brand new way to expand environmental governance projects.The result of risk evaluation is the basis for decision-making of risk countermeasures.Therefore,it is particularly important to establish a sound risk assessment system for PPP projects.Through the investigation of 40 water environment governance PPP projects in China,the project risk list is obtained,and then the risk factors in the list are statistically analyzed and summarized,finally 26 risk indicators are obtained,and the risk evaluation index system is constructed.The Fuzzy Analytic Hierarchy Process(FAHP)was selected to construct the risk evaluation model.The applicability of risk evaluation index and risk evaluation model is verified by empirical research combined with actual cases.The applicability of the index system and evaluation model in this paper was verified.The research in this paper can provide reference for other similar water environmental governance PPP projects that may encounter risk factors;In this paper,the index system and evaluation model are used to evaluate the risk of water environmental governance PPP projects,and the evaluation results can provide decision basis for decision makers.Figure 10;Table 14;Reference 53... |
