Research On Risk Management Of PPP Project Of DX Food Waste Treatment In Shenyang City

Since 2014,all provinces and regions in China have fully implemented the national spirit,vigorously explored the project cooperation between the government and social capital,promoted the taking root of PPP model,and vigorously explored the PPP project work in public and infrastructure construction.PPP projects have not emerged for a long time in China,but there are many projects,so the development in financing,finance and management is not perfect,and the risk management research of PPP projects has great significance and needs to be improved.With the construction planning of harmless disposal of domestic waste in the13 th Five-Year Plan,the work of garbage classification has been paid more attention by the whole society.In 2018,garbage classification has become a new life fashion,China began to launch a new policy to promote the disposal of kitchen waste,Shenyang,as the first pilot city of garbage classification,according to the development goals and planning requirements,to achieve 100% of kitchen waste waste resource utilization and harmless treatment.As the provincial capital of Shenyang,considering that the population growth will inevitably bring about an increase in the amount of garbage,the demand for kitchen garbage disposal projects in Shenyang also increases.Under the above background,Shenyang has set up a PPP project for kitchen garbage disposal.This thesis selected Shenyang DX food waste treatment PPP project as the research case,after understanding its current situation,fully identifies the risks of the project in financing,finance,management,contract performance,government policy and force majeure factors,and uses PPP mode theory,risk management theory and TOPSIS risk assessment method for risk analysis.TOPSIS risk assessment method is first used in this project to make qualitative and quantitative analysis of the PPP project.This thesis uses this method for detailed calculation,analyzes from the two dimensions of life cycle and risk factors,and obtains the results of the lower risk rating of the major risk,medium-term financing risk and financial risk,policy risk and legal risk of the project,and optimizes the risk management of the three levels of risk factors,The triple benefits of society,environment and economy are unified.On the basis of the above analysis,this thesis puts forward countermeasures to prevent and reduce risks and improve operation efficiency,so as to provide reference for homogeneous PPP projects in risk management.
