Under the background that high-quality development has become an irreplaceable trend,China is pursuing comprehensive construction of a modern socialist country by conducting high-quality development in transportation industry and implementing the new development concept of innovation, which involves coordination, greenness, openness, and sharing. That is the primary method and direction to form a strong country in transportation and lead to the new developmental ideology.Enhancing the ecological civilization and implementing green development is the basis of achieving high-quality development. The transportation industry plays a major role in the part of the China’s economic participants and is a significant field in energy conservation and emission reduction. The differences in environmental background and resource factors from regions cause the discrepancy and imbalance of carbon emission in various regions. Therefore, consisting with the requirement of high-quality in transportation,it is important to calculate regional differences in both transportation emission and analyse the factors influencing carbon emission in regional level. This thesis, firstly, selects the data in “China Statistical Yearbook” and “China Energy Statistical Yearbook” provincial data from 2008-2018,which carries out the amount of carbon emission in 30 provinces(cities)in China(except of Hong Kong,Macau,Taiwan and Tibet).By calculating and analysing the data, results in traffic emission depict differences in three conspicuous regions specificly as divided into the East region, the Central and the West.Theil index is used to show up the results mentioned. The results of the data analysis, focusing on country’s transportation department, illustrate that the regional difference primarily affects and causes the comprehensive difference in carbon emission intensity and per capita carbon emissions.Secondly,in this thesis,China’s high-quality development demands constructuring high-standard index system and adds emission factors in transportation, which refers to forming an overall index system with GDP per capita, reduced turnover, traffic intensity, carbon emissions, related efficiency and other rudimentary indices.According to the calculation based on spatial econometric model and the analysis from scalable STIRPAT model, the other influencing factors show themselves significant in three major areas mentioned before. And it turns out,in national level especially in eastern and certual area, that the most consipicuous effects in overall, direct and indirect aspect originate from direct effect which includes national converted turnover, while data in urban public transportation do not.The impact derives from direct effects, while indirect effects does not play a conspicuous role in this model.Thirdly,on the basis of the empirical analysis in the thesis, the approaches and related countermeasures to enhance environment-friendly and high-quality development in transportation are proposed from the repects of transportation constuction, transportation carbon emission efficiency, which is a part in obedience to the government’s principles in macro-managing and region dividing.
