Research On The Measuewment Of Atmospheric Environmental Quality Value In China Based On Housing Purchase Behavior

The economic development has brought harm to the environment,and the social problem of environmental pollution has gradually emerged.The mode of rapid economic development by destroying and sacrificing the environment is obviously not sustainable.With the influence of environmental pollution on people’s life and the increasing attention of society to environmental pollution,our government has issued a series of policies and measures to deal with environmental pollution,especially air pollution.In recent years,the introduction and implementation of these air pollution control policies have made the prevention and control of air pollution have achieved initial results.But the effect of air pollution policy is only effective in the short term.In order to ensure the sustainable development of the policy and the coordinated development of economy and the environment,to achieve the optimum of the emission reduction,the government needs to develop a scientific air governance policy and promote the market-oriented service of air pollution control.From the economic point of view,the atmospheric environment has the attribute of public goods and its value cannot be obtained directly from the market.Therefore,how to scientifically measure the economic value of atmospheric environmental quality is of great significance to formulate more scientific atmospheric control policies and promote the marketization of air pollution control.It is also the key premise of this paper.The characteristic price method in environmental economics provides a method for quantifying the economic value of the improvement of atmospheric environmental quality.This paper makes a scientific empirical analysis of real estate transactions,ecological environment and related consumption data of 30 cities in China from 2005 to 2017 by using characteristic price method.The economic value of atmospheric environmental quality and the environmental awareness of the public in China are comprehensively evaluated by the preference components of environmental quality in housing prices.The study found that:from the national average level,air pollution for each reduction of 1 unit(ug/m~3),the corresponding residential price will rise by 106.96 yuan/square meter.The total economic value brought about by the improvement of atmospheric environmental quality from 2016to 2017 is about 253.335 billion yuan.Considering that there are great differences in the economic value of atmospheric environmental quality improvement among different regions in China,from a subregional point of view,when China is divided into three categories by cluster analysis with the atmospheric environment as an index,the result of the measurement is that the value of atmospheric environmental quality increases gradually from the first category to the third areas,and consumers’awareness of environmental protection is an increasing trend.The marginal willingness to pay of consumers in the third category has reached 247.99 yuan/square meter.From 2016 to 2017,the economic value brought about by the improvement of atmospheric environmental quality in each city reached 8.143 billion yuan.When divided into regions according to different levels of economic development,that is,according to the traditional way,China is divided into three regions:the east,the middle and the west.Only the consumers in the eastern region are concerned with the quality of the atmospheric environment,and the consumer’s marginal willingness to pay is 59.46 yuan/square meter.From 2016 to 2017,the economic value brought about by the improvement of atmospheric environmental quality in each city reached 8.143 billion yuan.In the middle and western regions,consumers do not care about the quality of the atmospheric environment when they buy houses at the present stage,so it is not possible to measure the economic value of the improvement of the quality of the atmospheric environment by this method.Therefore,it can be found that the economic value of the quality of the atmospheric environment in different areas and the environmental awareness of the consumers are different,and the government should formulate the policy with the pertinence.
