| How to reasonably and effectively dispose of waste is a difficult problem that humans generally need to face today,and is gradually receiving the key attention of governments around the world.In recent years,the accelerated urbanisation in China has led to a significant increase in the production of municipal waste,which has led to pollution prevention and waste treatment problems.For most cities in China,including Hangzhou,there is an urgent need to accelerate the construction of urban domestic waste treatment facilities.Along with the increasing amount of urban domestic waste production in China,people are also becoming more aware of environmental protection,and environmental group incidents arising from the construction of urban domestic waste treatment facilities are frequent,which has become one of the high-risk matters affecting social stability.As a new type of waste treatment facility that has only emerged in China in recent years,waste separation complexes are located between waste transfer stations and landfills,waste incineration plants and other waste terminal treatment facilities,which are conducive to improving the efficiency of urban domestic waste transportation and reducing the waste treatment costs of landfills,waste incineration plants and other waste terminal treatment facilities,and are one of the important tools for building "waste-free cities It is an important tool for the construction of "waste-free cities".It is of great urgency and necessity to promote waste separation complex projects with better social stability risk assessment.At present,waste disposal facilities are mainly incineration projects,and relevant social stability risk assessment studies are also predominant for waste incineration power plant projects.Conducting studies on social stability risk assessment of waste separation complex projects is conducive to accelerating the construction of such projects and also helps to enrich theories related to social stability risk assessment of waste disposal categories.The paper takes the waste separation complex project as the research object and provides an overview from the perspectives of urban domestic waste treatment,relevant concepts and theoretical foundations of social stability risk assessment,and provides theoretical support for the establishment of a social stability risk assessment model for the waste separation complex project in the later paper.The preliminary identification of social stability risk factors that may be triggered by the whole process of such projects is carried out according to the case study method and brainstorming method,the Delphi method is applied to form a list of social stability risk factors for waste separation complex projects and revise them,and the hierarchical analysis method(AHP)is introduced to construct a social stability risk assessment model for waste separation complex projects with five dimensions: legality,rationality,feasibility,controllability and safety.The risk assessment index system and risk assessment model are used to combine qualitative and quantitative analysis with the integrated risk value calculation method to calculate the integrated risk value and evaluate the risk level of social stability risks of such projects.In this paper,project A in Hangzhou was selected for empirical research,and the actual survey data of the project was substituted into the index system and assessment model to verify the applicability of the model. |
