| With the rapid development of modern industry,the pollution of solid hazardous waste is a thorny problem accompanying the development of modern industry.Although there are many kinds of harmful solid waste disposal method,but so far only the burning process of relatively mature and stable in operation experience and conform to the requirements of relevant state laws,regulations and standards,can follow harmless,reduction and recycling,saving and efficiency principle,on the basis of solving the problem of safe disposal of harmful solid waste disposal.However,the disposal of solid hazardous waste by incineration process cannot completely avoid the impact of the risk.Compared with other construction projects,the risk of solid hazardous waste incinerator project in the construction and operation process has the characteristics of large investment,involving more functional departments and harsh operating environment.At the same time,its own dangerous characteristics determine that in the design process there are complex process,technical difficulty of high risk factors;Solid hazardous waste in the process of running(incineration),will also produce a variety of toxic,harmful substances,the process of feeding the leakage and so on.Therefore,how to build a safe,efficient and solid hazardous waste incinerator project,sudden accidents occurred in the running process(production safety accident,environment accident)can also be processed in a timely manner,at the same time of rapid return to normal production,to remove the influence of the engineering on the surrounding environment is worthy of study and careful consideration question,also for construction of similar projects in the future have important reference value.Under such a background,based on the solid hazardous waste incinerator project of J city as the research object,with the help of project risk management theory of analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method(FCD)and danger and operability(HAZOP)research methods,analysis of the project and each component existed in the course of the construction and operation of various risk factors,and of the risk identification and evaluation,scientific risk evaluation index system is constructed.(1)Follow the special rules of solid hazardous waste incineration and disposal enterprises.In the process of solid hazardous waste incineration and disposal,the solid hazardous waste involves many units(factories),the pollution sources are scattered,the types are complicated,and the chemical and physical properties are different,so the incineration process is very difficult.At the same time,the particularity of solid hazardous waste incinerator project has formed the risk characteristics of wide danger area,strong uncertainty,large probability of emergencies,and very serious consequences caused by accidents.Therefore,based on the characteristics of the solid hazardous waste incineration system,combined with the technical characteristics of the hazardous waste incineration process,the HAZOP analysis method should be adopted to identify risk factors,possible risks and countermeasures.(2)The research object of this thesisis mainly about solid hazardous wastes disposal center of J city of solid hazardous waste incinerator project,each of the components in the system are analyzed in detail,describes the risks of each unit,and then sums up the risk of harmful solid waste incinerator project.Do the analysis to be realistic and based on facts.The risk prevention measures adopted in the normal and orderly construction of solid hazardous waste incinerator project are also obtained.(3)By applying the theory of project risk management,various risk factors existing in solid hazardous waste incinerator project are analyzed,and a secondary risk evaluation system is constructed.On this basis,the analytic hierarchy process(AHP)+ fuzzy comprehensive evaluation model(FCD)was used to evaluate the risk of "solid hazardous waste incinerator project of J municipal solid hazardous waste disposal center",and the rationality and feasibility of the index system was verified.This thesis,through the relevant discussion,for the future construction of similar solid hazardous waste incinerator project design,manufacturing enterprises,in its risk management plays a certain reference role,to fill the construction of solid waste incinerator project risk analysis and management gap. |
