Development Level Assessment And Development Patterns Recognition In The Ecological Civilization Of Fujian Province In China

Since the 18 th National Congress of the Communist Party of China,ecological civilization construction has become an important national policy of China,and has made remarkable achievements.Fujian,as one of the first provinces to implement the construction strategy of ecological province,has been adhering to the concept of ecological civilization and promoting the construction of ecological civilization for 20 years.2020 is the 20 th anniversary of the ecological province construction of Fujian,and also the fifth anniversary of the construction of national ecological civilization experimental zone(Fujian).It is necessary to quantitatively evaluate the development level of ecological civilization in Fujian Province,so as to more clearly understand the current situation and achievements of ecological civilization construction in Fujian Province,recognize the development patterns of ecological civilization in Fujian Province,and further improve the development level of ecological civilization in Fujian Province.Based on the existing research,this study constructs the evaluation system and method of the development level of ecological civilization,puts forward the development patterns of ecological civilization and their quantitative recognition method from the coordination relationship between economy and environment.And then based on the national ecological civilization development level evaluation data,this study takes Fujian Province as the main research area for empirical analysis,and obtains the research results.The main conclusions are as follows: 1)The comprehensive level of ecological civilization development in Fujian Province is at a high level,but there are still problems of uneven and inadequate development.In 2019,the average score of Fujian Province’s ecological civilization index is 78.14,which is a good level as a whole.However,there are still some short boards,such as the heavy industrial structure,the low efficiency of agricultural industry,and the large income gap between urban and rural areas.2)The development level of ecological civilization in Fujian Province has been significantly improved.From 2000 to 2019,the ecological civilization index score of Fujian Province increased by 19.26 points,which is 1.74,2.05,and 2.28 points higher than Shandong,Jiangsu,and Zhejiang respectively.3)Based on the relationship between economy and environment,four development patterns are proposed,which are harmonious coexistence,green poverty,antagonistic development and golden pollution.Then,according to the characteristics of different types of cities,from the perspective of industrial development path,four development patterns of ecological civilization are proposed,which are ecological value realization type,green transformation and upgrading type,green innovation driven type and comprehensive and balanced development type.5)Through pattern recognition,all 9 cities in Fujian province are harmonious and symbiotic cities in 2019,but their ecological civilization development patterns are different.Among them,Fuzhou and Quanzhou are green innovation driven type,Xiamen is a comprehensive and balanced development type,Putian and Zhangzhou are green transformation and upgrading type,Sanming,Nanping,Longyan and Ningde are ecological value realization type.
