| Since the reform and opening up,China’s economy has developed rapidly,the process of industrialization and urbanization has continued to advance,and tremendous historical achievements have been made.But at the same time,China’s environmental problems are getting more and more serious,especially the problem of air pollution,which has brought huge social and economic losses and restricted the sustainable development of the region.The industrial structure is not only a key factor affecting economic development,but also an important factor affecting the quality of the ecological environment.Therefore,in order to achieve the coordinated development of economic development and ecological environmental protection,optimizing the industrial structure has become one of the important ways to achieve it.The "Three-Year Action Plan for Winning the Blue Sky Defense War" promulgated by the State Council clearly stated that in order to effectively improve the quality of the atmospheric environment,it is necessary to accelerate the pace of optimizing the industrial structure.However,the relationship between industrial structure optimization and air pollution is complex.For different regions and different stages of economic development,the impact of industrial structure optimization on air pollution has certain differences,so targeted investigations must be made.This paper takes Zhejiang Province as the research object.First,it sorts out relevant domestic and foreign literature on air pollution and industrial structure,defines relevant concepts,discusses relevant theories,and the mechanism of industrial structure optimization affecting air pollution,which lays a theoretical foundation for the following research;Secondly,analyzed the evolution and status quo of the industrial structure in Zhejiang Province,the status quo of industrial structure optimization,and the status quo of air pollution,which lays a realistic foundation for the following research;Thirdly,the gray relevance analysis method is used to quantify the correlation between industrial structure and air pollution,so as to identify industrial factors that affect air pollution,which can provide accurate policy goals for air pollution control in Zhejiang Province based on the perspective of industrial structure optimization,the research results show that:(1)There is a strong correlation between the three major industrial structures of Zhejiang Province,the structure of light and heavy industries,the structure of enterprise scale,and the various industries of the industry and air pollution.(2)The secondary industry,light industry,and small and medium-sized enterprises have a greater impact on the quality of the air environment.From the perspective of sub-industries,the non-ferrous metal smelting and rolling processing industry,textile and clothing,apparel,and other industries have a greater impact on the quality of the atmospheric environment.Then,on the basis of constructing industrial structure rationalization indicators,industrial structure advancement indicators,and comprehensive indicators of air pollution,this paper uses the VAR model to study the dynamic impact of industrial structure rationalization and advancement in Zhejiang Province on air pollution,and uses the Tapio model to decouple Status verification of the impact,the research results showed that:(1)There is a long-term stable and balanced relationship between the rationalization and advancement of Zhejiang’s industrial structure and air pollution.(2)The upgrading of the industrial structure of Zhejiang Province has always maintained a good and strong impact on air pollution,that is,the improvement of the level of industrial structure can significantly improve the quality of the air environment;(3)The effect of industrial structure rationalization on air pollution is small and unstable,that is,the effect of industrial structure rationalization on air pollution is limited,and the effect of industrial structure rationalization on air pollution has obvious phase characteristics.When the industrial structure develops At different stages,the direction of its influence is not consistent,but in the long run,the improvement of the level of rationalization of the industrial structure has a positive effect on improving the quality of the atmospheric environment.Based on the above research conclusions,combined with the status quo of Zhejiang’s industrial structure and air pollution,this paper proposes a series of policy recommendations for the future air pollution control in Zhejiang from the perspective of industrial structure optimization,including Emphasizing that the advancement of the industrial structure is the focus of the industrial structure policy,and the key role of technological progress in advancement;focusing on the optimization of the internal structure of the industry and accelerate the emission reduction of pollutants at the source;using market mechanisms and government intervention to promote the rationalization of industrial structure. |
