Recycling of construction waste has always been an important research and practice problem.The construction industry produces a lot of construction waste while the total output value rises.At present,most of these "misplaced resources" are disposed of in the form of open-air discharge or landfill.While causing the phenomenon of "garbage siege",it also affects the social and natural environment.Recycling of construction waste is an effective way to solve the "garbage siege".As the main body of recycling,construction waste recycling enterprises will bear the heavy responsibility.However,at present,most of the resource recycling enterprises are in a state of loss for a long time or even withdraw from the market due to the reasons of unsaturated production,high production cost and lack of market for their products.In order to enhance the enthusiasm of resource-based enterprises,the government’s economic incentive policies are urgently needed to help resource-based enterprises survive the "cold winter".Therefore,this article is based on stakeholder theory,combined with literature research and actual investigation,and explores the main factors affecting the economic benefits of construction waste recycling companies through the G1 method.The system dynamics method is used to establish the economic benefit model of resource recovery enterprises,and the current fee-fine economic policy is analyzed through simulation.The study found that the current economic policy does not encourage contractors’ recycling behavior.This article first discusses a single economic incentive resource recovery mechanism,combines different economic incentive policies with the economic benefits of the enterprise,simulates the dynamic changes of resources,and proposes the optimal policy choice suitable for enterprise development and incentive contractors’ resource recovery behavior.Provided policy recommendations for construction waste recycling research.The relevant research results are as follows :(1)Combined with literature research and field investigation,the factors influencing the economic benefits of construction waste recycling enterprises are preliminarily identified.With the help of the G1 method of weighting calculation,"government supervision and guidance","the amount of construction waste recycling" and "the capital investment of construction waste recycling" are the main influencing factors.(2)Based on system dynamics method to build enterprise economic benefit model of construction wastes,a recycling enterprises in xi ’an and the case of the project data for simulation,the simulation results show that the existing economic incentive policies of construction waste recycling management,it is difficult to change is given priority to with landfill disposal,is not conducive to enterprise development of construction wastes.(3)In order to improve the economic benefits of resource recycling enterprises and stimulate the recycling behavior of contractors,incentive simulation under different economic incentive policies was carried out.The simulation results show that the single economic incentive policy has great limitation and can only improve some related variables.The combined economic incentive scheme of charging 60 yuan/ton,fine 2000 yuan/ton and subsidy 25 yuan/ton has a better effect.While integrating the advantages of a single economic incentive policy,it also improves the economic benefits of construction waste recycling enterprises.(4)As can be seen from the case simulation test,when the unit treatment cost of resource-based enterprises is less than 15 yuan/ton,the government does not need to provide financial subsidies.By exempting construction waste entrance fee,the economic benefits of resource-based enterprises can be further improved and the recycling behavior of contractors can be promoted.The results of this study provide an effective theoretical reference for the formulation of economic incentive policies related to construction waste management.
