At the 20 th United Nations Climate Change Conference in 2021,China proposed to increase the proportion of clean energy,promote sustainable economic development,and reach the peak of carbon emissions by 2030 and achieve the goal of carbon neutrality by 2060.However,the current domestic energy structure is dominated by coal.Renewable energy is subject to instability.Its share in the total energy is relatively low and its short-term increase is limited.Therefore,the emergence and development of the hydrogen production industry provide this goal.Feasibility.For Shanxi Province,coal consumption,which accounts for as much as four-fifths of total energy consumption,impedes long-term economic development while reducing environmental quality.Therefore,it is necessary to explore whether the application of the hydrogen production industry in Shanxi Province can smoothly optimize the energy structure and achieve the dual goals of sustainable economic development and carbon emission reduction.Based on the analysis of the energy-economy-environment system of the hydrogen production industry,this paper first creatively construct a computable general equilibrium model for the dynamics of the hydrogen production industry in Shanxi Province.Then,based on the development of the hydrogen production industry and the optimization of the hydrogen production structure,different scenarios such as benchmarks,weak low-carbon and strong lowcarbon are formulated.Finally,the economic and environmental effects of the hydrogen production industry are simulated and calculated,and compared with the current economic environment of Shanxi Province,the role path and influence mechanism of market players in the economic and environmental effects of the hydrogen production industry are further explored,it turns out that:(1)The development of the hydrogen production industry will promote the total output of Shanxi Province,and the optimization and upgrading of the hydrogen production industry will have a significant impact on the total output of Shanxi Province.From the perspective of subindustries,the development of the hydrogen production industry will promote the output of various industries in Shanxi Province,and the optimization and upgrading of the hydrogen production industry structure will significantly promote the economic development of the hydrogen production industry itself.But the economic promotion effect of the optimization and upgrading of the hydrogen production industry structure on heavy industry is lower than the economic promotion effect of light industry,agriculture and service industries.(2)The development,optimization and upgrading of the hydrogen production industry will promote the growth of total market consumption,especially in the export sector.Although the development of the hydrogen production industry may have a negative effect on the consumption level of the production and household sectors in the short term,the long-term effect of the hydrogen production industry on production and household sectors is positive and beneficial.In addition,the optimization of the hydrogen production industry structure has not further impact on the investment and government sector consumption.(3)The development and structure optimization of the hydrogen production industry will reduce carbon emissions in Shanxi Province and restore the state of the environment.From the perspective of energy types,the development and optimization and upgrading of the hydrogen production industry can reduce the carbon emissions generated by coal,oil and natural gas energy in Shanxi Province,but its effect on the carbon emission reduction of thermal power energy in Shanxi Province is small;From the perspective of market players,the structure optimization of the hydrogen production industry will significantly reduce carbon emissions from coal consumption in the export sector and carbon emissions from oil and natural gas consumption in the inventory sector.Therefore,the government should build a coordinated supply system for the hydrogen production industry,drive the total output of the entire industry through the development of the hydrogen production industry,and establish a hierarchical consumption system based on the different sensitivity of consumers to the economic effects of the hydrogen production industry,and focus on supporting exports,Household,production and inventory departments.In terms of the environment,the government should increase the proportion of hydrogen produced from renewable energy,reduce the proportion of hydrogen produced from fossil energy,optimize the energy structure of the hydrogen production industry,and establish "coal energy-hydrogen production industry-export sector-environmental quality" and "petroleum and Natural gas energy-hydrogen production industry-inventory department-environmental quality" two highefficiency emission reduction paths to repair environmental quality and realize the coordinated development of energy,economy and environment in Shanxi.Finally,the necessary subsidy system for the hydrogen production industry is the guarantee for the long-term positive effects.
