Research On NIMBY Conflict Of Western Waste Incineration Project In Qinhuangdao City On Holistic Governance

In recent years,with the rapid progress of urbanization and the improvement of people’s living standards,the government has organized or led the construction of a large number of public facilities in order to better meet people’s "growing needs for a better life",in order to achieve the improvement of the overall welfare of the region.However,facing the "rigid demand" of MSW treatment and the "double pressure" of the public’s demand for environmental protection,NIMBY conflicts caused by NIMBY facilities such as MSW incineration power plants in cities began to break out.How to resolve the NIMBY conflict has become a thorny problem that local governments and even the whole society must face and solve together.The practice of NIMBY conflict governance in many places in China has exposed many problems,such as complicated policy making,fragmentation of department management and difficulties in coordination of multiple subjects.Holistic governance theory is fragmentation problem in response to the new public management reform and put forward a new kind of governance theory,the theory of holistic governance emphasizes to establish multivariate main body depend on each other holistic governance view,with the support of modern information technology to promote information exchange,so as to realize the integration of multiple interests and values and coordination,It provides a solid theoretical basis for resolving the fragmentation problem in NIMBY conflict.This paper mainly uses the interview method,literature research method,comparative research method and other research methods to study the NIMBY conflict problem of western garbage incineration project in Qinhuangdao City from the perspective of holistic governance theory.Firstly,the literature related to the NIMBY conflict of western waste incineration project in Qinhuangdao was extensively collected and sorted out,and the existing research results such as NIMBY conflict and holistic governance were reviewed.Secondly,according to the field interview information,clarify the waste incineration project in west of Qinhuangdao avoid conflict process,the study found that waste incineration project in west of Qinhuangdao adjacent to avoid conflict management is facing multiple management main body participation is insufficient,the government,internal coordination,split type environmental risk information asymmetry between multiple subject,distrust,etc.Thirdly,from the perspective of holistic governance,this paper analyzes the reasons for the failure of NIMBY conflict governance in the western waste incineration project of Qinhuangdao City.Finally,in reference to Qinhuangdao eastern garbage incineration adjacent to avoid conflict management in the information public,multiple consultation,supervision mechanism and interest compensation,on the basis of management experience,from the governance body,governance structure and governance mechanism,governance concept puts forward four optimization of waste incineration project in west of Qinhuangdao avoid conflict management countermeasures and Suggestions.
