Research On The Evaluation And Promotion Of Environmental Governance Information Sharing Level In Beijing Tianjin Hebei

At present,China is in a critical period of social transformation,with the rapid flow of various resources and the spillover of public problems.As a typical public problem,environmental problems have their own external characteristics,which makes regional collaborative governance an inevitable choice to solve environmental problems.Beijing Tianjin Hebei Environmental Governance government coordination is a complex process.All governments act on their own,and the problem of "information island" is serious.Therefore,it is necessary to promote the information sharing in the environmental governance of Beijing,Tianjin and Hebei,ensure the smooth flow of information,provide the premise for scientific decision-making,and lay the foundation for fundamentally solving the environmental problems of Beijing,Tianjin and Hebei.At present,at the macro level,it has formed a consensus to integrate fragmented information and break the "information island".However,due to the interest game of the three governments,the progress of environmental governance information sharing is slow although it is effective.From the perspective of information ecology theory,this paper constructs an index system from the information dimension,information person dimension and information environment dimension to evaluate the information sharing in the current environmental governance of Beijing,Tianjin and Hebei.It is found that the performance evaluation of information sharing in the environmental governance of Beijing,Tianjin and Hebei is general and needs to be further improved.Combined with the empirical analysis method,the dilemma of information sharing in Beijing Tianjin Hebei environmental governance is deeply explored: in the information dimension,the effectiveness of environmental information is insufficient;in the information person dimension,the enthusiasm of sharing subject is poor;in the information environment dimension,the order of information sharing is chaotic.According to the evaluation results and practical problems,this paper carries out in-depth research and discussion,and puts forward solutions to promote the process of environmental governance information sharing in Beijing,Tianjin and Hebei,that is,from the information dimension,to enhance the effectiveness of information sharing and improve the quality of information;from the information person dimension,to form a common understanding and clarify the relationship between rights and responsibilities;from the information environment dimension,to build a platform and form a good system Environmental Science.
