Widespread use of hub-and-spoke networks is increasing the efficiency of transportation in the logistics industry, but it has failed to curb the rising carbon emissions from the industry. On the one hand, this is because the national policy has not yet explicitly added the environmental cost of logistics transportation to relevant enterprises, and logistics enterprises have little enthusiasm to promote green logistics. On the other hand, the broad market prospect attracts more and more capital influx, and private enterprises and local enterprises rush in to cause excessive competition and blind construction in the industry, which wastes a large amount of public resources and makes the problems of environmental pollution, traffic congestion and noise pollution in the city become increasingly serious. In view of this situation, the government should consider implementing more stringent measures, such as forcing logistics transportation enterprises to slow down emissions reduction through policy means such as raising carbon tax price and limiting carbon amount. At the same time,at the beginning of the layout of hub-and-spoke network, enterprises should also take full account of the fierce competition in the industry, make reasonable decisions based on their own advantages, and improve the utilization efficiency of enterprise resources and public resources. In view of the above phenomenon, based on the existing research and considering the factors of market competition and carbon emission, this paper studies the location problem of Stackelberg hub-and-spoke network considering carbon emission. In this problem, the two firms build their hub stations in sequence and provide delivery services to the market, and the customers choose based on the combined service costs of both.A two-level programming model is proposed to solve this problem. The upper layer is the mixed integer programming problem of the leader about the location of the hub site, and the lower layer is the maximum coverage problem of the followers after observing the leader’s behavior. In this paper,a nested heuristic algorithm based on adaptive large-scale domain search is designed to solve the model. After verifying the effectiveness of the algorithm, this paper combined with the logistics flow data of Xian Lin area in Nanjing City to conduct an example analysis. The results show that :(1)Factors such as the number of hub sites, the order of decision-making,and whether the competitors’ behaviors are taken into account will affect the location decision and final profit of market competition participants.Enterprises should be aware of the impact of the number of facilities and entry time on market share, fully estimate the possible market share to make reasonable decisions;(2)There is a law of diminishing marginal social benefits brought by the increase of hub stations, and excessive competition often makes the number of hub stations exceed the limit that the market can bear. The government should limit the number of logistics facilities within a reasonable range to avoid excessive competition, which is of great significance to the long-term goal of green development of the logistics industry. The thesis has 26 figures,7 tables, and 65 references.
