The treatment of rural environmental pollution is very important in ecological environmental protection in China.At present,due to the vast territory of China,the treatment of rural environmental pollution in different parts of the country will also have differences within a certain scope.Therefore,it is necessary to further explore how to carry out all-round environmental treatment according to the regional characteristics of different places.In addition,in terms of the subject of environmental governance,the current academic community’s responsibility division of the subject of environmental pollution governance is too single,and the responsibility division of some subjects is not clear enough,so we need to further explore.At present,in the mode of rural environmental pollution control in our country,the unitary mode of government control occupies the dominant position.However,due to the complex rural terrain and uneven population distribution,the environmental pollution belongs to the scattering distribution.In this case,the unitary governance model of the government can not play its main role.Looking at the western theory of environmental governance,it has achieved remarkable results in the practice of environmental governance,and we can use it for reference.The cooperative governance by contract between government,special legal person and other governing bodies can effectively solve the problem of rural environmental pollution.The current rural economic development compared with the city,there are economic development is not coordinated,income distribution effect is not obvious and other problems,which seriously restricts the development of rural economy,but also limits the village main body of environmental pollution work further development.In order to practice the work of "19th National Congress" on the new rural ecological environment management and the construction of beautiful countryside,we need to pay attention to the rural environmental pollution control,as well as a reasonable grasp of the internal relationship between the two,so as to be more conducive to the construction of an ecological and livable new rural ecological environment.By formulating relevant administrative regulations and carrying out a unified rural environmental protection system publicity and education consultation,so as to optimize the innovative path of environmental pollution control,to speed up the construction of beautiful new villages.Therefore,with the efforts of the government,the market and the diverse subjects of society,they move towards the common goal of environmental pollution control,determine their social responsibilities according to their respective functions,and adopt the ways of division of labor,consultation and cooperation to carry out the multi-governance formed by environmental pollution control.This breaks the limitation of the unit governance model,forms the multi-governance model,and builds the rural environmental pollution control contract system on this basis.
