At present,China is in a critical period of deepening the reform in an all-round way.Various deep-seated contradictions are becoming more and more prominent,and many problems affecting social stability have emerged.Among them,the group events caused by the environmental risk of the neighboring facilities are especially prominent.Since2007,the environmental group events of NIMBY in our country have entered the period of frequent,and the participants tend to be diversified.Under the influence of new media,such as Weibo and We Chat,violent conflicts happen occasionally,and gradually develop to preventive rights protection.In this situation,our government coping style is passive,the result is single,exposing the immature government governance.The reasons behind the environmental group events of NIMBY are diverse and complex.On the one hand,the enhancement of citizens undefined awareness of rights puts forward higher requirements for environmental quality,while the existing channels of interest appeal in our country are not smooth,and the reasonable demands of citizens are difficult to be expressed in a legal manner.On the other hand,influenced by the thought of giving priority to economic development,the government one-sidedly pursues the high-speed growth of GDP and neglects the importance of ecological civilization construction.In decision-making,neglect of public participation and lack of benign interaction with citizens lead to a decline in the credibility of the government.In addition,the lack of perfect early warning system and ecological compensation system in our country leads the government to be helpless in the face of the neighboring conflict,"stop as soon as it comes to an end",which objectively promotes the occurrence of the neighboring environmental group events.Of course,the environmental group events of NIMBY are not a unique social phenomenon in China.Western countries have also experienced the neighborhood avoidance era,and formed a set of mature governance experience.By examining the successful cases in the United States,Britain and Canada,it can be found that adequate disclosure of information,reasonable site selection procedures,effective public participation and multiple compensation mechanisms are the effective means to solve the environmental group events of NIMBY.Therefore,in order to solve the environmental group events of NIMBY in our country,it is necessary to build a good communication platform for the government and the public,and perfect the location selection system of the neighboring facilities,on the basis of the current legal system of our country,from dredging the channels of citizens undefined interest demands,building a good communication platform for the government and the public.To improve the early warning system and ecological compensation system,we can find the countermeasure of rule of law that suits our country undefined national conditions.
