Evaluation And Analysis Of Influencing Factors On The Coupling And Coordination Degree Of County Urbanization And Ecological Environment In Sichuan Province

As an important province in the development of the western region,the Yangtze River Economic Belt,the "One Belt One Road",and the Chengdu-Chongqing Double City Economic Circle,Sichuan Province is also an important ecological barrier for western China.In recent years,Sichuan Province has paid great attention to urbanization and economic construction.In 2019,the urbanization rate of the permanent population was 53.79%.While the urbanization process is advancing rapidly,the ecological environment is seriously damaged and ecological problems are prominent.In 2019,Sichuan Province also proposed to solidly promote urbanization and green development in the "Guiding Opinions of the Sichuan Provincial People’s Government of the Sichuan Provincial Committee of the Communist Party of China on Promoting the High-quality Development of County Economy".Therefore,the coordinated development of urbanization and ecological environment coupling at the county level has important practical significance to promote the process of county urbanization,improve the quality of the county’s ecological environment,and achieve sustainable economic development.This paper uses the data of 129 counties and county-level cities in Sichuan Province from 2015 to 2018 as a sample.Based on the analysis of the county characteristics and development conditions of Sichuan Province,it constructs an evaluation index system for the coordinated development of urbanization and ecological environment coupling,and selects The entropy method assigns values to each indicator,and uses the comprehensive development index model,coupling degree model,coupling coordination degree model,and relative development model to evaluate the level of urbanization,ecological environment,and the coupling between the two in Sichuan Province from 2015 to 2018.Coordination level,relative development type,and finally an empirical analysis of the influencing factors of the degree of coordination between urbanization and the and ecological environment in Sichuan Province ecological environment through a dual fixed-effect panel data model.Finally,the following research conclusions are obtained:（1）From 2015 to 2018,the overall level of county urbanization and ecological environment in Sichuan Province was low,and there were obvious temporal and spatial differences,showing a decreasing spatial pattern and "U"-shaped changes from plain county to hilly county to mountainous county Trends,and significant differences within counties;（2）From 2015 to 2018,the degree of coupling between county urbanization and the ecological environment in Sichuan Province was generally high.About 90%of the counties were in a high-level coupling stage,but the high coupling phenomenon between county urbanization and low ecological levels was more prominent.There are significant differences in time and space.（3）From 2015 to 2018,the overall coordination degree of urbanization and ecological environment coupling among counties in Sichuan Province was not high,and there was a “U”-shaped change trend in time,with obvious internal differences in space;most counties were on the verge of Coordination types,while the primary coordination types and barely coordination types are mainly distributed in Pingyuan County and Hilly County,and the moderate and mild disturbance types are mainly distributed in mountainous counties;（4）Most counties in Sichuan Province belong to the lagging ecological environment,including most of the plains,hilly and mountainous counties;from2015 to 2018,the lagging ecological environment tends to decrease,and the urbanization lagging counties tend to increase.,The number of counties with simultaneous development of the two has little change（5）The industrial structure has a significant negative impact on the coupling and coordination degree of Sichuan Province and various types of counties.The positive driving effect of the economic level is generally not significant,but the positive driving effect of the environmental greening level is significant.The influence of education and cultural level has regional differences.Based on the research results,this article combines the current status of urbanization and ecological environment development in Sichuan Province,and proposes the classification and divisional differentiation path selection for the coordinated development of urbanization and ecological environment in plain counties,hilly counties,and mountainous counties.Sichuan Province promotes urbanization and ecological environment.The system and mechanism design of coupled and coordinated development and related policy recommendations provide a certain policy reference for Sichuan Province to promote the coordinated development of urbanization and the ecological environment.
